Jurisdiction, schools, special taxes and hazard zones in each city and community, with the official lookup for each.

Short answer

Karina Somenzari, REALTOR®, is a San Diego County real estate agent for buyers and sellers in all 18 incorporated cities and the unincorporated communities, in English or Portuguese; contracts and escrow documents are in English. For any address, check the jurisdiction, school districts, Mello-Roos and HOA charges, and coastal, fire, flood and airport zones.

General information only, not legal advice. See the note near the end of this page.

Regions match the San Diego neighborhood guide and quiz, which covers individual neighborhoods. Selling? See selling a house in San Diego.

Cities and unincorporated communities

Outside the 18 cities, the County government provides what a city typically would, such as law enforcement, fire protection, roads, parks, libraries and building permits, though some communities have their own fire protection district. County plans and rules apply there, including ADU rules; check zoning with the County's Property Summary Report. Inside the City of San Diego, use the City's Zoning page.

Nine cities contract with the County Sheriff for law enforcement through July 2027: Del Mar, Encinitas, Imperial Beach, Lemon Grove, Poway, San Marcos, Santee, Solana Beach and Vista.

What to check for any address

CheckWhat to know
School districtsSome addresses have separate elementary and high school districts. Only the district or school can confirm boundaries.
Mello-Roos (CFD)A special tax lien for things like schools and roads, levied by cities, school districts, fire districts, the County and others. Check the tax bill, the seller's notice and the County's list for FY 2025-2026.
HOAThe seller gives you the governing documents and a statement of current regular and special assessments.
Coastal zoneDevelopment generally needs a coastal development permit too. Map: Coastal Zone Boundary.
Fire hazard zoneThe maps rate hazard, not risk. For a home in a High or Very High zone, the seller provides defensible-space documentation where a local ordinance or inspection provides it; otherwise, buyer and seller agree in writing that the buyer will get it. Maps: CAL FIRE's viewer and, in the City of San Diego, the City's map.
Flood zoneFEMA's A and V zones have at least a 1-percent chance of flooding in any given year. Where NFIP flood insurance is available, federally regulated lenders require it there for the loan's term. Map: Flood Map Service Center.
Airport influence areaAll 15 public-use and military airports in the county have one. Plans such as Oceanside's and MCAS Miramar's divide it into Review Area 1 (noise and safety zones) and Review Area 2 (airspace and overflight). Anywhere inside, the hazard report includes a Notice of Airport in Vicinity. Entries below name some, not all. See the Airport Land Use Commission.

The free property report pre-checks fire, flood and fault zones; the seller's Natural Hazard Disclosure states them for the home.

City fire zones come from CAL FIRE's local map dated March 24, 2025, which local agencies must adopt and may add to but not lower. Unincorporated land also has State Responsibility Area zones (map adopted January 31, 2024). Entry acreage is CAL FIRE's 2025 figure, before local additions.

Frequently asked questions

Which parts of San Diego County does Karina Somenzari work in?

All of it. Karina Somenzari works with buyers and sellers in all 18 incorporated cities and the unincorporated communities, in English or Portuguese. Contracts and escrow documents are in English.

Are Fallbrook and Ramona their own cities?

No. Both are census designated places: named, unincorporated communities with no city government. The County provides most city services there, and each has its own County community plan. Lakeside, Alpine, Spring Valley, Valley Center, Bonita and Rancho Santa Fe are unincorporated too.

Which agencies levy Mello-Roos taxes in San Diego County?

Cities, school districts, fire districts, water and service districts, the County and statewide financing authorities all levy them, and the County Auditor's list groups active districts by agency. A city's districts may cover only part of it, and other agencies' districts can apply anywhere, so don't assume an area has none. For the step-by-step check on a specific home, see the property report page.

Which parts of San Diego County are in fire hazard severity zones?

Large parts. CAL FIRE's 2024-2025 maps show 1,011,865 acres in the county as Very High, 181,592 as High and 465,375 as Moderate, counting State and Local Responsibility Areas before local additions. Among the 18 cities, only Coronado and National City show no zone on the 2025 local map.

Can an ADU be sold separately from the main house?

In unincorporated communities, it can be, if the project meets the County's eligibility requirements for a condominium conversion under a program the County Board of Supervisors adopted March 4, 2026. Inside one of the 18 cities, ask that city; state law (Assembly Bill 1033) lets cities and counties create their own programs. For building costs, see the San Diego ADU pricing guide.
