Fallbrook, CA real estate: what buyers and sellers should know

Community facts, address checks, school districts and local rules, each with its source.

Short answer

Fallbrook is an unincorporated community in northern San Diego County, not a city. It had 32,267 residents at the 2020 Census. The County of San Diego handles most city-type services, and special districts handle fire service and water. Homes range from houses on larger lots and small farms to apartments and townhomes in the town center. Before you make an offer, check the exact address for fire hazard zone, airport disclosure areas, private road agreements, water district, HOA documents and assigned schools.

Homes you'll find, and what to check before an offer

The Community Plan describes Fallbrook as a village atmosphere with mostly low-density residential and agricultural uses. The town center mixes apartments, townhomes and single-family houses. In practice that means houses on larger lots and small farms, plus town-center apartments and townhomes.

Each check below depends on the exact address. You can look most of them up before you write an offer. A free property report pre-checks fire, flood and fault zones for any San Diego County address.

Fire hazard severity zones

CAL FIRE maps Very High, High and Moderate zones. Fallbrook has land in both the State Responsibility Area (SRA, mapped in 2023 and adopted in 2024) and the Local Responsibility Area (LRA, mapped March 24, 2025). In our check of the SRA map, about two-fifths of the community's area falls in the Very High zone. That is an approximate figure from sampling the map, not an official statistic. Look up the address on CAL FIRE's viewer. When a home in a High or Very High zone sells, the seller's Natural Hazard Disclosure report states the zone, and since July 1, 2021 the seller also gives documentation of defensible-space compliance where the local rules provide for it.

Airport disclosure areas

Much of Fallbrook sits in the airport disclosure area for the Camp Pendleton airfield, and part sits in the one for Fallbrook Airpark, a County-owned airport. If a home is in an airport influence area, the seller's natural hazard report includes a "Notice of Airport in Vicinity." Check an address with the airport authority's mapping tool.

Flood zones

Small parts of the community are in a FEMA Special Flood Hazard Area. Check the address on FEMA's Flood Map Service Center. If a home is in a high-risk flood zone and your loan comes from a federally regulated lender, flood insurance is required.

Roads, water and septic

The County Department of Public Works maintains community roads, but the Community Plan notes many private roads kept up under road maintenance agreements. Ask who maintains the road to a home and what the owners pay. Ask which water district serves the address, and whether the home uses sewer or a septic system.

Special taxes and HOAs

The County Auditor's FY 2025-2026 list of active Mello-Roos districts (Community Facilities Districts, or CFDs) shows no Fallbrook-area school or fire district CFD. It does list several County-wide CFDs with no location given, so a Fallbrook parcel could still carry one of those or another assessment. The tax bill is the check, and the list can change. Under Civil Code 1102.6b, a seller of a home subject to a special tax must make a good-faith effort to get the agency's disclosure notice.

Some Fallbrook neighborhoods have homeowners associations. For a resale in one, Civil Code 4525 requires the seller to provide the governing documents and a written statement of current regular and special assessments and fees. Read them before your contingencies end.

Schools: assigned by address

Two districts cover the community's public schools. Assignment depends on the exact address, so check each lookup, then confirm with the district.

Local rules for owners

ADUs

The County's ADU page applies to property in the unincorporated areas of the County. On March 4, 2026, the Board of Supervisors voted unanimously to adopt a program that allows the separate sale of ADUs in unincorporated communities through a condominium conversion process. A junior ADU must be completely contained within an existing or proposed house. Conditions at the site can affect what is allowed, so read the County ADU page and ask County Planning & Development Services early.

Short-term rentals

The County Treasurer-Tax Collector collects transient occupancy tax in the unincorporated areas. It covers vacation and short-term rentals of any kind, including houses, condos and rooms. The tax is currently 8% of the rent, and operators must register and get a certificate. Whether zoning allows a short-term rental at a given address is a separate question for County Planning & Development Services.

Long-term tenants

We did not find a Fallbrook or County rent control or just-cause ordinance, but this is not a confirmed finding. State law applies to many rentals: Civil Code 1946.2 requires just cause to end a tenancy after 12 months, and Civil Code 1947.12 caps yearly rent increases at 5% plus the local change in cost of living, or 10%, whichever is lower. Both have exemptions and end January 1, 2030.

Transfer tax

San Diego County's documentary transfer tax is $0.55 per $500 of value, or $1.10 per $1,000. Fallbrook is not in a city, so no city transfer tax applies.

Getting around

County planning documents place Fallbrook near Interstate 15 and State Route 76, and the Community Plan names Mission Road as an entry into town. NCTD's BREEZE Route 306 runs between Fallbrook and Vista along Mission Road, with stops that include Fallbrook High School and the Fallbrook Community Resource Center. Check the NCTD schedule page for the current timetable.

Parks and landmarks

Live Oak County Park, at 2746 Reche Road, is a 27-acre oak tree forest with sports fields, courts, two playgrounds and reservable picnic areas. It is open from 8 a.m. to sunset, daily. Santa Margarita County Preserve, at 37385 De Luz Rd., is a 221-acre river corridor with two miles of non-motorized multi-use trails for hikers, mountain bikers and horseback riders. Fishing is not allowed. The Community Plan also records that Fallbrook became known as the "Avocado Capital" of the world.

Selling a home in Fallbrook

If you own in Fallbrook, the checks above become part of your disclosure package: the Natural Hazard Disclosure report, fire zone documentation, any airport notice, HOA documents and any special-tax notice. They go along with the other forms California requires, so this isn't a complete list. See selling a house in San Diego for the disclosure list, costs and timing, or request a free home value estimate.

Frequently asked questions

Is Fallbrook a city?

No. Fallbrook is an unincorporated community in San Diego County, and the Census Bureau counts it as a census designated place. There is no city hall or city council. The County of San Diego provides most of the services a city would, including roads, parks, libraries and building permits. Special districts handle fire service and water.

Does Fallbrook have Mello-Roos?

Some homes might. The County Auditor’s FY 2025-2026 list of active Mello-Roos districts shows no Fallbrook-area school or fire district CFD. It does list several County-wide districts with no location given, so a Fallbrook parcel could still carry a special tax. The home’s current property tax bill is the check, and the seller must make a good-faith effort to get any required special-tax notice.

Which school district serves a Fallbrook address?

Fallbrook Union Elementary School District serves most of the community for the lower grades, and a small part falls in the Vallecitos district. Fallbrook Union High School District serves the high school grades. Use each district’s boundary lookup with the exact address, then confirm with the district, because boundaries can change.

Is Fallbrook in a high fire hazard zone?

Large parts are. In our check of CAL FIRE’s State Responsibility Area map (the 2023 map, adopted in 2024), about two-fifths of the community’s area falls in the Very High zone. That is an approximate figure from sampling the map, not an official statistic. Zones vary by parcel, so look up the address on CAL FIRE’s viewer and read the seller’s Natural Hazard Disclosure report.

Can I build an ADU or run a short-term rental in Fallbrook?

ADUs and junior ADUs on unincorporated land follow County rules. On March 4, 2026, the Board of Supervisors adopted a program that allows the separate sale of ADUs in unincorporated communities through a condominium conversion process. The County taxes short-term rentals at 8% of the rent. Whether zoning allows one at a specific address is a question for County Planning & Development Services.
