Crest (including Dehesa) real estate: what buyers and sellers should know

Where the communities are, how services and utilities work, address checks, school districts and local rules, each with its source.

Short answer

Crest and Dehesa are unincorporated communities in San Diego County's East County, east of El Cajon and west of Alpine. They are not cities, so the County of San Diego handles planning and building permits. Crest uses El Cajon mailing addresses, mostly ZIP 92021, and Dehesa addresses are mostly 92019. Crest had 2,828 people at the 2020 Census. Many homes use septic systems, some use wells, and most of the area is mapped Very High fire hazard by CAL FIRE. Before you make an offer, check the exact address for water and sewer, fire and flood zones, road access, and assigned schools.

LocationThe County describes Crest as a mountain-top community overlooking the Dehesa Valley to the south, Lakeside to the north and El Cajon to the west. The Dehesa Valley follows the Sweetwater River.
Planning areaThe County groups Crest, Dehesa, Granite Hills and Harbison Canyon into one area of about 33 square miles, bordered by Lakeside, Alpine, Jamul and El Cajon. Its community plan was adopted August 3, 2011.
PopulationCrest CDP: 2,828 at the 2020 Census. Dehesa has no separate Census count.
ZIP codesCounty listings show Crest addresses as El Cajon, CA 92021 and Dehesa addresses as El Cajon, CA 92019. Confirm an address with USPS ZIP Code Lookup.
Law enforcementSan Diego County Sheriff, Alpine Station, which lists Crest and Dehesa among the communities it serves.
FireSan Miguel Fire & Rescue serves Crest. Which district covers a Dehesa address isn't stated on San Miguel's service list, so use the district's map search for any address.
Water and sewerNo single utility. See the septic and water section below.
CoastInland. The area is outside the mapped California Coastal Zone.

The Sycuan Reservation, about 640 acres, lies within the planning area next to Dehesa. The County calls it autonomous, so ask which side of the boundary a parcel is on.

Homes you'll find, and what to check before an offer

The County's 2011 plan describes Crest's historic townsite as single-family homes in a mix of architectural styles. North of the townsite, lots range from under an acre to eight acres. It calls Dehesa a mix of farm houses and estate-sized homes. Expect single-family houses, on lots that vary from suburban-sized to several acres. Each check below depends on the exact address, and a free property report pre-checks fire, flood and fault zones for any San Diego County address.

Septic systems, wells and water

The 2011 plan says there are no sewer systems in the Rural Villages, which include Crest, so lots must be large enough for septic. It says sewer service wasn't available in the planning area except for the Singing Hills Specific Plan Area. For water, the plan says Padre Dam, Otay and Helix water districts serve most of the area. Imported water is available in Crest and part of Dehesa, but the Dehesa Valley depends on groundwater. Check which district, or which private well, serves the home. Ask for septic and well records, and consider an inspection of each. Confirm current service with the seller and the district.

Fire hazard severity zones

Most of Crest and Dehesa is State Responsibility Area land that CAL FIRE maps as Very High fire hazard severity. CAL FIRE says its maps measure hazard, not risk. Look up the address on the CAL FIRE hazard zone page. In High and Very High zones, state law adds a step to a sale. Since July 1, 2021, Civil Code 1102.19 has the seller give the buyer documentation that the property meets defensible-space or local vegetation rules. If the seller has none, buyer and seller sign a written agreement that the buyer will get it.

Flood zones

Parts of Dehesa along the Sweetwater River are in FEMA flood zones, including a mapped floodway. Check Crest addresses too, because the zone depends on the exact parcel. Check the specific address on the FEMA Flood Map Service Center.

Roads and access

The plan names La Cresta Road and Mountain View Road as Crest's main evacuation routes, and says many residential streets in Crest are narrow and some are unpaved. Dehesa Road runs along the Sweetwater River through Dehesa. If a home sits on a private or unpaved road, ask who maintains it and read any road maintenance agreement.

HOAs and special taxes

Some neighborhoods may have homeowners associations. If so, California Civil Code 4525 requires the owner to give you the governing documents and a written statement of current assessments and fees before closing. The Crest Community Association, per the County plan, is a community group that owns a community building, not an HOA with dues.

The County Auditor's FY 2025-2026 list of active Mello-Roos districts shows no school or water district entry for this area. It does list a San Miguel Fire district CFD (2022-1), and this page doesn't confirm whether any Crest or Dehesa parcel is in it. The home's property tax bill is the real check. The County's special assessments lookup shows assessments, including Mello-Roos, by parcel number.

Airports

No Airport Influence Area in SANDAG's layer touches Crest or Dehesa. Gillespie Field is in the northwest corner of El Cajon. To check an address, use the airport authority's ALUCP mapping tool.

Schools: assigned by address

School assignment depends on the exact address, and district lines don't follow community names. Most of Crest is in Cajon Valley Union School District, which has a Crest School. Dehesa, and the southern part of Crest, fall in Dehesa School District. Grossmont Union High School District serves the area for high school.

Local rules for owners

  • Short-term rentals. The County Treasurer-Tax Collector collects transient occupancy tax in the unincorporated area, currently 8 percent of the rent, and operators register for a certificate. Whether zoning allows a short-term rental on a given lot is a separate question for County Planning & Development Services.
  • ADUs. Property in the unincorporated area follows the County's ADU rules. On March 4, 2026, the Board of Supervisors adopted a program allowing separate sale of ADUs in unincorporated communities through a condominium conversion process. Ask the County what septic, well and fire-access rules mean for a given lot before you plan one.
  • Tenants. No County-specific rent control or just-cause ordinance turned up in the sources checked for the unincorporated area. State law applies: Civil Code 1946.2 (just cause after 12 months) and 1947.12 (a rent cap), both set to end January 1, 2030.
  • Transfer tax. The County's documentary transfer tax is $1.10 per $1,000 of value ($0.55 per $500). Crest and Dehesa are not in a city, so no city transfer tax applies.

Getting around

The County's 2011 plan describes transit between the area and the urban areas to the west as one round trip per day, and no current MTS fixed route inside Crest or Dehesa was confirmed for this page. The nearest rail is the MTS trolley at El Cajon Transit Center (352 S. Marshall Ave.), which serves the Orange, Green and Copper lines. Check the MTS trip planner for your address.

Parks and landmarks

  • South Lane County Park, 218 South Lane: a 10.45-acre non-developed park in Crest with a hiking trail. The park page says it is being renovated, so check hours.
  • Nancy Jane County Park, 120 N. Park Drive: nearly two acres with tennis courts, a basketball court, playground swings, horseshoe pits and restrooms.
  • Crestridge Ecological Reserve, near Crest: a California Department of Fish and Wildlife reserve of about 2,800 acres, entered at the end of Horsemill Road.

Selling a home in Crest (including Dehesa)

If you own here, several checks above become part of your disclosure package: the Natural Hazard Disclosure report, defensible-space documentation in High and Very High zones, any HOA documents and any special tax notice. Having septic, well and private road records ready answers buyers' first questions. They go along with the other forms California requires, so this isn't a complete list. See selling a house in San Diego for the disclosure list, costs and timing, or request a free home value estimate.

Frequently asked questions

Is Crest a city, and where is Dehesa?

No. Crest is an unincorporated community in San Diego County's East County, on the eastern edge of El Cajon and just west of Alpine. The Census Bureau counts it as a census designated place, with 2,828 people at the 2020 Census. Dehesa is a separate unincorporated community in the valley south of Crest. It is not a census designated place, so it has no separate Census count. The County of San Diego, not a city, handles planning and building permits for both.

What ZIP code is Crest, and what about Dehesa?

County park and fire station listings give Crest addresses as El Cajon, CA 92021, and Dehesa addresses as El Cajon, CA 92019. Check a specific address with the USPS ZIP Code Lookup.

Do homes in Crest and Dehesa have septic systems and wells?

Many do. The County's 2011 plan says homes in Crest use septic systems because sewer service wasn't available there. It says Padre Dam, Otay and Helix water districts serve most of the area, while the Dehesa Valley depends on groundwater. Arrangements differ by address, so ask the seller and have the septic system and any well inspected.

Is Crest in a high fire hazard zone?

Most of Crest and Dehesa is State Responsibility Area land that CAL FIRE maps as Very High fire hazard severity. CAL FIRE says these maps measure hazard, not risk. Look up the exact address on CAL FIRE's viewer, and expect the seller's Natural Hazard Disclosure report to state the zone.

Which school districts serve Crest and Dehesa?

Most of Crest is in Cajon Valley Union School District, which has a Crest School. Dehesa and the southern part of Crest fall in Dehesa School District. Grossmont Union High School District serves the area for high school. District lines depend on the address, so use the Cajon Valley and Grossmont lookup tools and confirm with each district.

Can I rent out a home or add an ADU in Crest or Dehesa?

Both depend on County rules. The County taxes short-term rentals in the unincorporated area at 8 percent of the rent, but whether zoning allows one on a given lot is a question for County Planning & Development Services. ADUs follow the County's ADU rules, so ask the County what septic, well and fire-access rules mean for a given lot.
