Granite Hills is an unincorporated community east of El Cajon in San Diego County. It had 3,267 people at the 2020 Census. It is not a city, and part of the community sits inside the City of El Cajon, so the first check on any address is whether it is in the County or the City. Mail goes to El Cajon, mainly ZIP codes 92019 and 92021. The County plan puts the usual lot size at about one acre, and County streets generally have no curbs, gutters or sidewalks. Before you make an offer, check septic or sewer, the fire district, fire and flood zones, and the assigned schools.

| Topic | What the official record shows |
|---|---|
| Status | An unincorporated community. The Census Bureau counts it as a census designated place named Granite Hills CDP. The County of San Diego provides services a city would, such as roads, parks and building permits. |
| County or City | A finger of land in the City of El Cajon splits the community into a north part and a south part, according to the County community plan. The plan says the northern part is reached mainly via Greenfield Drive and the southern part via Dehesa Road. |
| Population | 3,267 at the 2020 Census. That count covers the Census area only and leaves out the part inside the City of El Cajon. |
| Location | East of the City of El Cajon, in the western part of the Crest, Dehesa, Harbison Canyon and Granite Hills planning area. Lakeside lies to the north, Alpine to the east and Jamul to the south of that area. |
| Mail and ZIP codes | Addresses use "El Cajon, CA." Census ZIP Code Tabulation Areas over the community are mainly 92019 and 92021. Confirm an address with the USPS ZIP Code lookup. |
| Planning | The County's Crest/Dehesa/Harbison Canyon/Granite Hills Community Plan, adopted August 3, 2011, covers about 33 square miles, which also include Crest, Dehesa and Harbison Canyon. |
| Coastal Zone | Granite Hills is inland, outside the Coastal Zone. |
The County plan puts most of Granite Hills in its Semi-Rural land category and calls it largely built out. In the south, density is about one home per acre, and the north is at a slightly higher density. The plan says the usual lot size is about one acre, and some small-scale farming remains. Here is what to check.
The plan says County streets generally have no curbs, gutters or sidewalks, while streets inside the City of El Cajon often do. A home inside the City follows City rules. The County's Property Summary Report, or a City and County jurisdiction lookup, settles it for an address.
The 2011 plan says imported water is available in Granite Hills and that most of the planning area is served by Padre Dam Municipal Water District, Otay Municipal Water District and Helix Irrigation District. It also says sewer service was not available for development in the area, except in the Singing Hills plan area, and that future development may need on-site septic systems. Sewer is available inside the City of El Cajon. This is 2011 text, and we could not confirm the district for a parcel. Ask for a recent water bill, and ask whether the home is on septic.
Fire protection here comes from special districts, not the County. The 2011 plan names the San Miguel Fire Protection District, with a station on Dehesa Road in Granite Hills. We could not confirm which district covers each parcel, so confirm it for your address.
CAL FIRE's maps show part of Granite Hills as Very High fire hazard. We checked a sample of points inside the Census area: about half were in a State Responsibility Area, mostly Very High, and the rest were mostly in a Local Responsibility Area mapped NonWildland. The Very High area follows the granite ridge on the east side. CAL FIRE notes that its maps measure hazard, not risk. The 2011 plan says the Cedar fire of 2003 destroyed over 600 homes in the planning area. Look up the exact address in CAL FIRE's viewer, and read the seller's Natural Hazard Disclosure report.
FEMA's flood map shows Special Flood Hazard Areas inside the Census area: Zone AE, including a regulatory floodway, and Zone A, plus Zone X areas. We did not map where they fall. Federally regulated lenders generally require flood insurance for a home in a Special Flood Hazard Area where it is available. Look up the address at the FEMA Flood Map Service Center, and get an insurance quote during your inspection period.
Granite Hills lies east of Gillespie Field. The airport influence-area map layer for county airports does not cover the community, but check an address near the El Cajon side. We did not assess aircraft noise.
We did not find a community-wide HOA for Granite Hills. If a home is in an association, the seller gives you the governing documents and a statement of current regular and special assessments. The County Auditor's list of active Mello-Roos districts (fiscal year 2025-2026) names no Cajon Valley, Grossmont Union High, Helix or Padre Dam district. It does list a San Miguel fire district special tax, CFD 2022-1; we did not confirm which parcels it covers. The current property tax bill and the seller's Mello-Roos notice are the check.
Census school-district maps show Cajon Valley Union Elementary School District for elementary and middle grades and Grossmont Union High School District for high school. Both districts assign students by address.
| District | Grades | Address lookup |
|---|---|---|
| Cajon Valley Union Elementary School District | Elementary and middle grades | Boundary page and Online School Locator |
| Grossmont Union High School District | High school | School enrollment information and School Locator |
Granite Hills High School is a Grossmont district school at 1719 E. Madison Ave. in El Cajon. Being nearby does not mean it serves a given address, so use the locators. This page does not rate or rank schools.
These rules apply to homes in the unincorporated County. A home inside the City of El Cajon follows the City's rules, which we did not research for this page.
MTS bus routes 874 and 875 (timetable effective September 6, 2026) show Granite Hills Town & Country Village and Granite Hills H.S. on their maps along Madison Avenue and Greenfield Drive. Route 864 also runs along Madison Avenue, but its timetable on the MTS site is older. Bus routes change, so check the MTS Trip Planner before you count on a stop.
The nearest trolley hub is El Cajon Transit Center, 352 S. Marshall Ave., served by the Orange, Green and Copper Lines. Map the route from any address you are considering.
The County plan lists no park inside Granite Hills. It names Kennedy Park, run by the City of El Cajon, and the Granite Hills High School fields as the facilities open to residents, and says both are outside the planning area. The plan's policies call for a park for Granite Hills and for trails that link the area.
If you own in Granite Hills, several checks above become part of your disclosures: the Natural Hazard Disclosure report, septic or sewer details, any HOA documents and any Mello-Roos notice. They go along with the other forms California requires, so this is not a complete list. Know whether your address is in the County or the City, because that decides which permit rules apply to work before a sale. The selling a house in San Diego page covers the disclosure list, costs and timing, and you can request a free home value estimate.

No. Granite Hills is an unincorporated community east of El Cajon. Part of the community sits inside the City of El Cajon, so some addresses with a Granite Hills name follow city rules instead. Check whether an address is in the County or the City before you rely on any rule on this page.
Addresses use El Cajon mailing addresses. Census ZIP Code Tabulation Areas over the community are mainly 92019 and 92021. Confirm an address with the USPS ZIP Code lookup.
Census school-district maps show Cajon Valley Union Elementary School District for elementary and middle grades and Grossmont Union High School District for high school. Which school an address is assigned to depends on the exact address. Use each district's locator, then confirm with the district.
It depends on the address. The 2011 County community plan says sewer service was not available for development in the area, apart from the Singing Hills plan area, and that future development may need on-site septic systems. Ask the seller whether the home is on septic or sewer.
Part of it is. In our check of CAL FIRE's maps, about half of the community is in a State Responsibility Area, mostly mapped Very High, and the rest is mostly in a Local Responsibility Area mapped NonWildland. Look up the exact address in CAL FIRE's viewer and read the seller's Natural Hazard Disclosure report.
For a home in the unincorporated County, ADUs follow the County's rules, and short-term rentals must be registered with the County Treasurer-Tax Collector, which collects transient occupancy tax of 8 percent of the rent. We did not confirm whether County zoning allows short-term rentals in Granite Hills, so ask the County before you plan on one. A home inside the City of El Cajon follows the City's rules instead.
