Jamul (including Dulzura) real estate: what buyers and sellers should know

County rules, water and septic, address checks, school districts and getting around, each with its source.

Short answer

Jamul is an unincorporated community in southeast San Diego County, north of the Mexican border. It is not a city. It had 6,179 residents at the 2020 Census. Dulzura is a neighboring community with no Census place of its own, so it has no separate count. The County of San Diego provides most city-type services, and the County's Jamul/Dulzura Subregional Plan guides land use. Many homes use septic systems, the water source depends on the parcel, and most of Jamul is mapped Very High on CAL FIRE's State Responsibility Area map. Check each address before you make an offer.

Jamul (including Dulzura) at a glance

This page covers Jamul and the neighboring community of Dulzura. Jamul is the one with a Census count, so the population below is for Jamul only.

TopicWhat the official record shows
StatusUnincorporated. The Census Bureau counts Jamul as a census designated place (CDP). County government provides law enforcement, roads, parks, libraries and building permits.
LocationSoutheast San Diego County, north of the Mexican border.
Land areaThe Jamul CDP covers 16.833 square miles of land (Census Bureau, 2025 Gazetteer). The County's plan area is about 168 square miles.
Population6,179 in the Jamul CDP at the 2020 Census. Dulzura has no Census place of its own, so this page gives no Dulzura count.
ZIP codesJamul addresses use 91935. Dulzura's ZIP is 91917, but confirm the mailing address for a specific home with USPS.
County planThe Jamul/Dulzura Subregional Plan, part of the County General Plan, names Jamul, Steel Canyon, Dulzura and Barrett Junction. It was last amended in 2016.
Fire serviceCounty-funded stations staffed by CAL FIRE. The County lists Station 36 (Jamul) and Station 37 (Deerhorn) under County Service Area 135. Its 2023 map also labels a Dulzura station (Station 30); ask County Fire about its current status. San Miguel Fire & Rescue lists portions of Jamul in its service area; use its map search to see which district covers an address.
Coastal zoneJamul and Dulzura are inland. The County's coastal zone layer shows no coastal zone in the Jamul CDP.

Homes you'll find in Jamul and what to check before an offer

The County plan aims to keep the area's rural densities and land uses, and it limits the main business center to one area defined by Highway 94 and Jefferson. It also calls for agricultural uses that fit limited water resources. This page gives no counts or prices.

Each check depends on the exact address. Several arrive with the seller's disclosures, but you can look most of them up before you write an offer.

Septic and water

The plan says wastewater for homes and businesses is limited to on-site systems, so many Jamul-area homes use septic. The Otay Water District lists Jamul among the communities it serves, with treated water bought from the San Diego County Water Authority and the Helix Water District. The plan says imported water reaches only the northwestern part of the subregion, and some homes use wells. Ask the seller which water source applies to the parcel, and consider septic and well inspections.

Fire hazard severity zones

Most of Jamul is mapped Very High on CAL FIRE's current State Responsibility Area map. These maps rate "hazard," not "risk." Dulzura was not checked for this page, so look up any address with CAL FIRE's viewer.

When a home sells in a High or Very High zone, the seller provides a Natural Hazard Disclosure (NHD) report. Since July 1, 2021, California Civil Code 1102.19 also requires the seller to give the buyer documentation that the property meets defensible space requirements, where a local ordinance or inspection provides for it.

Flood zones

Flood zones vary by address. Check the address on FEMA's Flood Map Service Center. If a building sits in a FEMA Special Flood Hazard Area, federally regulated lenders may not lend on it unless it carries flood insurance.

Airport influence areas

Much of Jamul lies in the overflight and airspace-protection area for NAS North Island, so the natural hazard report may show a Notice of Airport in Vicinity. Check the address on the Airport Authority's mapping tool.

Special taxes and HOAs

The County Auditor's FY 2025-2026 list of active Mello-Roos districts shows no Jamul-area school or water district Community Facilities District. It does list a San Miguel fire district CFD (2022-1), and this page doesn't confirm whether any Jamul parcel is in it. It also lists County-level districts, so a parcel's tax bill and the seller's disclosure are the check. If a home is in a common interest development, California Civil Code 4525 requires the owner to give a buyer the governing documents and a written statement of current regular and special assessments. Ask early about any association.

Tribal land and jurisdiction

The Jamul Indian Village of California is a federally recognized tribe. Land held in federal trust is not ordinary County-regulated land, and Public Law 118-199 (December 23, 2024) placed land in San Diego County in trust for the tribe. A title report and a survey show whether a parcel is under County jurisdiction.

Schools: districts by address

Census Bureau school district maps (January 1, 2026 vintage) show these districts for the Jamul CDP. Dulzura is outside the CDP, so check Dulzura addresses with the districts.

Local rules for owners

Short-term rentals

In the unincorporated area, the County Treasurer-Tax Collector collects transient occupancy tax (TOT). It covers vacation and short-term rentals of any kind, operators must get a TOT certificate, and TOT is currently 8% of the rent. Whether zoning allows short-term rentals on a Jamul parcel is a separate question, so ask County Planning & Development Services first.

ADUs

ADUs and junior ADUs in Jamul and Dulzura follow County rules. The County's ADU page says that on March 4, 2026, the Board of Supervisors adopted a program allowing the separate sale of ADUs in unincorporated communities through a condominium conversion process. Ask the County about septic, water and fire requirements for the specific parcel before you plan one.

Tenant protections

No Jamul-specific rent control or just-cause ordinance was found, which is a gap in the search, not a guarantee. State law applies: Civil Code 1946.2 (just cause after 12 months of tenancy) and Civil Code 1947.12 (an annual rent cap of 5% plus local inflation or 10%, whichever is lower). Both are set to end on January 1, 2030.

Getting around

State Route 94 (Campo Road) runs through Jamul and Dulzura. The County plan says Highway 94 crosses the region generally in an east-west direction. The plan's scenic corridors also include Lyons Valley Road, Skyline Truck Trail and Proctor Valley Road.

Bus service is MTS rural Route 894, which serves Jamul and Dulzura Monday through Friday only. It does not run on Saturday, Sunday or holidays. It connects at the El Cajon Transit Center to the MTS Trolley. The timetable was effective October 1, 2026, and timetables change, so check the current Route 894 timetable.

Parks and landmarks

Hollenbeck Canyon Wildlife Area is a California Department of Fish and Wildlife property between Jamul and Dulzura. The trailhead is on Honey Springs Road east of Campo Road, and the area is open daily, sunrise to sunset. It is a wildlife corridor between the Jamul Mountains and Otay Mountain, next to the Rancho Jamul Ecological Reserve. Check CDFW's page for current rules before you go.

The County's Jamul-Dulzura trails plan notes that the area has a large percentage of public lands bought as wildlife corridors and preserves. It also notes the California Riding and Hiking Trail, established in 1948 by the State of California, which runs north and south through the area. Part of that trail easement has been lost, so don't assume the trail is continuous. The County plan lists Barrett House (circa 1890) and Dulzura Cafe (circa 1900) as historic sites; whether each is open to visitors was not checked.

Selling a home in Jamul (including Dulzura)

If you own in Jamul or Dulzura, several checks above become part of your disclosure package: the NHD report, defensible space documents, any Mello-Roos notice and HOA documents. Jamul is not in a city, so no city transfer tax applies. The County's documentary transfer tax is $0.55 per $500 of value, which is $1.10 per $1,000, according to the Recorder's fee schedule (rev. June 30, 2025). To see how Karina works with sellers, read selling a house in San Diego, or ask what your Jamul or Dulzura home is worth.

Frequently asked questions

Is Jamul a city?

No. Jamul is an unincorporated community in southeast San Diego County, so the County of San Diego provides most city-type services, such as law enforcement, roads, parks and building permits. Fire protection comes from County Fire stations, and San Miguel Fire & Rescue also lists portions of Jamul in its service area. It had 6,179 residents at the 2020 Census. Dulzura is a neighboring community with no Census place of its own, so it has no separate count.

Do Jamul and Dulzura homes have sewer and city water?

It depends on the parcel. The County's Jamul/Dulzura Subregional Plan says the subregion has no sewer system, so many homes use septic. The Otay Water District lists Jamul among the communities it serves, but the plan says imported water reaches only the northwestern part of the area, and some homes use wells. Ask the seller which sewer and water setup applies to the address.

Which school district serves a Jamul address?

Census Bureau school district maps (January 1, 2026 vintage) show Jamul-Dulzura Union Elementary School District serving most of the Jamul census area and Cajon Valley Union Elementary School District serving the rest. Grossmont Union High School District covers high school for all of it. Dulzura is outside that census area. Which district serves a home depends on the street, so use each district's lookup and confirm with the district.

How do I check the fire hazard zone for a Jamul home?

Most of Jamul is mapped Very High on CAL FIRE's State Responsibility Area map. The seller's Natural Hazard Disclosure report states the zone for the specific home, and CAL FIRE's viewer lets you look up an address.

Is there a bus in Jamul and Dulzura?

Yes, on weekdays only. MTS rural Route 894 serves Jamul and Dulzura Monday through Friday and does not run on Saturday, Sunday or holidays. It connects at the El Cajon Transit Center to the MTS Trolley. The current timetable is effective October 1, 2026, and timetables change.

Does Jamul have Mello-Roos?

The County Auditor's FY 2025-2026 list of active Mello-Roos districts shows no Jamul-area school or water district Community Facilities District. It does list a San Miguel fire district CFD (2022-1), and this page doesn't confirm whether any Jamul parcel is in it. The list can change, so the home's current property tax bill and the seller's disclosure are the real check.
