Spring Valley, CA real estate: what buyers and sellers should know

County-served community facts, housing, address checks, school districts and local rules, each with its source.

Short answer

Spring Valley is an unincorporated community in San Diego County's East County, not a city. The County of San Diego provides its services, and the 2020 Census counted 30,998 residents in the Spring Valley census designated place. Most of the County's Spring Valley plan area is single-family homes, with multi-family complexes too. Before you make an offer, check the exact address for ZIP code, assigned schools in two or more districts, fire and flood zones, airport review areas, sewer or septic, and any special tax or HOA. Parts of Spring Valley are in mapped Very High fire hazard zones, and much of it isn't.

Getting around

State Route 94 is the major east-west road and divides the community, and State Route 125 runs along its western edge. Jamacha Boulevard connects the two.

Transit is run by San Diego MTS. Bus routes 851, 936 and 962 carry Spring Valley in their names, and route 855 runs between Spring Street and Rancho San Diego. The Orange Line trolley doesn't enter Spring Valley. Its stops are in neighboring La Mesa (Spring Street station, 4250 Spring St.) and Lemon Grove (Massachusetts Avenue and Lemon Grove Depot), so riders often drive or take a bus to a station. Routes change, so check the MTS route list.

Homes in Spring Valley and what to check before an offer

The County's plan describes the largest share of Spring Valley as single-family homes, with multi-family complexes alongside. Each check below depends on the exact address. A free property report pre-checks fire, flood and fault zones for any San Diego County address.

HOA documents

We found no official County list of Spring Valley HOAs, so ask the seller whether the home is in one. If it is, California Civil Code 4525 says the seller must give you the governing documents and a written statement of the current regular and special assessments and fees.

Mello-Roos and other special taxes

Some homes carry a special tax on top of regular property tax, set up through a Community Facilities District (CFD), often called Mello-Roos. The County Auditor's FY 2025-2026 list of active districts includes "San Miguel FPD CFD 2022-1," tied to the fire district that serves Spring Valley. It also lists a County district, CFD 2019-02 (Sweetwater Place maintenance), for the Sweetwater Place development in Spring Valley. The list doesn't show which parcels it covers, and we haven't checked, so don't assume a home is in or out of any district. Look at the current tax bill through the San Diego County Treasurer-Tax Collector and the seller's disclosure. Civil Code 1102.6b requires the seller to make a good-faith effort to get the agency's notice when a home is subject to a Mello-Roos tax.

Fire hazard severity zones

CAL FIRE maps parts of Spring Valley as Very High, with smaller High areas, and Moderate areas in the local responsibility area. Much of the community isn't in a mapped zone. Two maps apply: the state responsibility area map (dated September 29, 2023, in effect April 1, 2024) and the local responsibility area map (dated March 24, 2025). CAL FIRE notes that these maps measure hazard, not risk.

Since July 1, 2021, Civil Code 1102.19 has required sellers of homes in High or Very High zones to give the buyer defensible-space documentation, or agree in writing that the buyer will get it. San Miguel Fire & Rescue has an address search for its service area, and CAL FIRE has the zone maps.

Flood zones

Small parts of Spring Valley are in FEMA Special Flood Hazard Areas, and most of it is outside them. Look up the address at the FEMA Flood Map Service Center. If a home is in a Special Flood Hazard Area and your lender is federally regulated, flood insurance is required.

Airport review areas

Parts of Spring Valley lie in the review area of the NAS North Island and Montgomery Field airport influence areas. These are airspace and overflight review areas. When a natural hazard expert prepares the seller's disclosure report, it includes a "Notice of Airport in Vicinity" for homes inside an airport influence area. The Airport Land Use Commission is part of the San Diego County Regional Airport Authority.

Coastal zone

Spring Valley is inland and isn't mapped in the coastal zone by the County's layer. Confirm an address on the Coastal Commission map.

Schools by address

Spring Valley is served by more than one district, and the one that applies depends on the exact address. This page doesn't rate or rank schools.

The neighboring La Presa area has smaller parts in other districts, such as Chula Vista Elementary. District lines don't follow the community's edges, so confirm with the district before you rely on an assignment.

Local rules for owners

Adding an ADU

Because Spring Valley is unincorporated, the County's rules apply. The County's ADU page says the property must be in an unincorporated area and be residential, with an existing or planned main house. On March 4, 2026, the Board of Supervisors adopted a program that lets ADUs in unincorporated communities be sold separately through a condominium conversion process. ADU rules change often, so check the page first, and ask the County about sewer or septic and fire access for a given lot.

Short-term rentals

The County Treasurer-Tax Collector collects transient occupancy tax (TOT) on vacation and short-term rentals in the unincorporated area. The rate is 8% of the rent, and operators must register and get a TOT certificate. Ask County Planning & Development Services whether zoning allows one at your address.

Transfer tax

San Diego County charges documentary transfer tax of $0.55 per $500 of value, which is $1.10 per $1,000, excluding existing liens. Because Spring Valley isn't a city, there is no separate Spring Valley city transfer tax.

Parks and landmarks

  • Spring Valley County Park (8735 Jamacha Blvd.) has two playgrounds and a pavilion, next to the Spring Valley Community Center.
  • Sweetwater Lane County Park is an 11-acre sports park with four ball fields and seven soccer fields.
  • Lamar County Park has nearly 9 acres of open space with a pavilion and picnic tables.
  • Bancroft County Park is 4.37 acres with a historic rock house. Tours are by reservation only.
  • Sweetwater Reservoir is owned and run by Sweetwater Authority. Fishing needs a California license for ages 16 and older and can close at any time. The Sweetwater Reservoir Riding and Hiking Trail is a County trail on an easement the Authority can revoke.

Selling a home in Spring Valley

If you own in Spring Valley, several of the checks above become part of your disclosure package: the Natural Hazard Disclosure report with fire, flood and airport notices, HOA documents if the home has an HOA, and any Mello-Roos notice. California requires other forms too, so this isn't a complete list. See selling a house in San Diego for the disclosure list, costs and timing, or request a free home value estimate.

Frequently asked questions

Is Spring Valley a city?

No. Spring Valley is an unincorporated community in San Diego County, so it has no mayor, city council or city code. The County of San Diego provides the services a city usually would, including law enforcement, fire protection, roads, parks, libraries and building permits. The 2020 Census counted 30,998 residents in the Spring Valley census designated place.

What ZIP code is Spring Valley?

County park pages list Spring Valley addresses in ZIP 91977, and the local fire district lists its Spring Valley address in ZIP 91978. The Census Bureau's ZIP areas for Spring Valley are mostly 91977 and 91978, and addresses near the edges can carry a La Mesa (91941) or Lemon Grove (91945) ZIP. Confirm a specific address with USPS.

Which school district serves a Spring Valley address?

Grossmont Union High School District covers the upper grades. For the lower grades, most of Spring Valley is in the La Mesa-Spring Valley School District and part is in the Cajon Valley Union School District, and a small edge area touches the Lemon Grove School District. Districts assign students by address, so use each district's lookup and then confirm with the district.

Is Spring Valley in a fire hazard zone?

Parts of it are. CAL FIRE maps show Very High zones in parts of Spring Valley, with smaller High and Moderate areas, and much of the community isn't in a mapped zone. Zones are set address by address, and CAL FIRE says its maps measure hazard, not risk. The seller's Natural Hazard Disclosure report states the zones for a specific home.

Can I add an ADU or run a short-term rental in Spring Valley?

ADUs in Spring Valley follow County of San Diego rules, because it is unincorporated. The property must be residential and have an existing or planned main house. A County program adopted March 4, 2026 also allows separate sale of ADUs through condominium conversion. Short-term rentals are subject to the County's 8% transient occupancy tax. Ask the County whether zoning allows one at a specific address.

Is there a trolley in Spring Valley?

Not in Spring Valley itself. MTS bus routes 851, 936 and 962 carry Spring Valley in their names, and the Orange Line trolley stops in neighboring La Mesa and Lemon Grove, for example at Spring Street in La Mesa. Routes change, so check MTS.
