La Mesa, CA real estate: what buyers and sellers should know

City facts, address checks, school districts and local rules for owners, each with its source.

Short answer

La Mesa is an incorporated city in San Diego County. It became a city on February 16, 1912, and it had 61,121 residents at the 2020 Census. Before you make an offer on a La Mesa home, check the exact address for assigned schools (two elementary districts split the city, and one high school district covers it), fire hazard zones, airport review areas, and any special taxes on the tax bill. If you plan to add a backyard unit or rent a home short term, check the City's current rules first.

Homes in La Mesa: what to check before an offer

Each check depends on the exact address. Several arrive with the seller's disclosures, but you can look most of them up before you write an offer. A free property report pre-checks fire, flood and fault zones for any San Diego County address.

HOA documents

No official source gives a count of homeowners associations in La Mesa, so treat every condo, townhome or planned community as one to verify. If you're buying a resale home in an HOA, California Civil Code 4525 lists what the owner must give you as soon as practicable before closing, including the governing documents, the latest budget report and current and unpaid assessments. Ask for them early and read them before your contingencies end.

Special taxes (Mello-Roos)

A Community Facilities District, often called Mello-Roos, charges owners inside it a special tax each year. The County Auditor's FY 2025-2026 list of active districts shows none levied by the City of La Mesa. That doesn't rule out special taxes from other agencies, so read the preliminary title report and the property tax bill for the home you're considering.

Fire hazard zones

CAL FIRE's 2025 map shows High and Moderate Fire Hazard Severity Zones in parts of La Mesa and no Very High zone. That is a statement about the city as a whole, not any one street, so look up the address with CAL FIRE's zone viewer. The City's website sends fire inspection and weed abatement requests to heartlandfire.org.

Airport review areas

Most of La Mesa falls in Review Area 2 of the airport land use compatibility plan for Montgomery-Gibbs Executive Airport. Check the plan's map for the address, starting at the San Diego County Regional Airport Authority land use page.

Flood zones

This page doesn't state a flood zone for any part of La Mesa. Use the FEMA Flood Map Service Center to look up an address, and compare it with the seller's Natural Hazard Disclosure report.

Schools by address

Public school assignment follows the home's address, and district lines don't follow city limits. A county boundary overlay shows that most of La Mesa is in the La Mesa-Spring Valley School District, a smaller part is in the Lemon Grove School District, and Grossmont Union High School District covers the whole city. This page doesn't name or rate individual schools. Use the district tools instead, then confirm with the district before you rely on an assignment:

Local rules for owners

Accessory dwelling units (ADUs)

The City has built pre-approved ADU plans to encourage construction. There are five, labeled Plan A to Plan E, from a 224 square foot studio to a 1,199 square foot three-bedroom. Applications go through the City's MaintStar permitting portal. To get the plan set, email Planning@cityoflamesa.gov. The City page also links the State's ADU Handbook and a City ADU and JADU development matrix. Read both before you assume a home can add a unit; see the City's ADU page. For city offices, call City Hall at 619-463-6611.

Short-term rentals

As of July 15, 2026, news coverage reported that La Mesa had no short-term rental ordinance: no permit, no guest registration and no added lodging tax. On July 14, 2026, the City Council voted to study short-term rentals and develop a policy within six months, which points to roughly January 2027. A policy may be in place by the time you read this. Check the Municipal Code and council agendas before you buy a home for short-term rental use.

Tenant rules

California's statewide tenant protection law (AB 1482) applies to rentals in La Mesa. The City's website and Municipal Code show any local additions, so check them if you're buying a home to rent.

Housing planning

La Mesa prepared a housing element for the 2021-2029 planning cycle; its state environmental notice describes the planning period as June 30, 2020, through April 15, 2029. The City also reports adopting Objective Design Standards to streamline approval of multi-family housing projects. This page makes no claim about the plan's compliance status. If a nearby site is zoned for more housing, the City's planning staff can tell you what is allowed.

Getting around

Rail came early to La Mesa. The San Diego and Cuyamaca Eastern Railroad arrived in 1889, and its route is now part of the San Diego Trolley. Lines, stations and schedules change, so check MTS for the current trolley service and stops before you rely on one for a commute.

Neighborhoods in La Mesa

The City's General Plan includes a neighborhood map (Figure LD-2). It says the neighborhood names come from commonly used area names, subdivision maps, street names, school names, topography and administrative boundaries, so they are informal. These are some of the names on it.

La Mesa Village

The map labels a Greater Village Area. The General Plan describes La Mesa Village as the historic core, a cluster of homes and businesses at Lookout Avenue (now La Mesa Boulevard) and Chollas Road (now University Avenue). It names the La Mesa Village Plaza, a mixed-use project on the west side of Spring Street, as an example of development near a trolley station. The City's State of the City page mentions the Walkway of the Stars in the downtown Village.

Grossmont

The map has several Grossmont labels, including Grossmont Hills, Grossmont Summit and Aztec Grossmont. The Grossmont area includes Sharp Grossmont Hospital, the Grossmont Shopping Center and the Grossmont trolley station, a transfer point between the Green and Orange Lines. The shopping center sits between Center Drive, Grossmont Center Drive, Murray Drive and Jackson Drive.

Mount Helix area

The map labels Mount Helix. The General Plan uses the term Grossmont-Mt. Helix area for large-lot rural residential land of one to two homes per acre, and it says large hillside lots south of University Avenue extend east into unincorporated County land. The unincorporated community next door is covered in the Casa de Oro-Mount Helix guide. Check the address to see whether it is in the city or the County.

La Mesa Highlands

The General Plan places La Mesa Highlands southeast of State Route 125 and gives it as an example of semi-rural residential land, with single-family homes on lots of 14,000 square feet or larger.

Lake Murray area

The map labels a Lake Murray neighborhood. Lake Murray Community Park itself is a City of San Diego park, not a La Mesa one (see Parks and landmarks).

Parks and landmarks

The City's State of the City page mentions the Walkway of the Stars in the downtown Village and a new digital marquee at MacArthur Park. For hours, facilities and park sizes, use the City's Parks and Recreation pages. Lake Murray Community Park is a City of San Diego park, not a La Mesa one.

Selling a home in La Mesa

The checks above work for sellers too. Buyers often want the same items: fire zone, special taxes, airport review area and HOA documents. Gathering them before you list can save time. For the steps and timeline, see selling a house in San Diego. To start with a number, try the home value tool.

Frequently asked questions

Is La Mesa its own city or part of San Diego?

La Mesa is its own city in San Diego County, separate from the City of San Diego. It incorporated on February 16, 1912, according to the La Mesa History Center, and the County's LAFCO map lists it as one of the county's 18 incorporated cities. The 2020 Census counted 61,121 residents.

Which school districts serve a La Mesa address?

Usually two. Most of the city is in the La Mesa-Spring Valley School District, and a smaller part is in the Lemon Grove School District. Grossmont Union High School District covers the whole city for high school. District lines don't follow city limits, so use each district's address lookup and then confirm with the district.

Does La Mesa have Mello-Roos?

The County Auditor's FY 2025-2026 list of active Mello-Roos districts shows no Community Facilities District levied by the City of La Mesa. Special taxes can still come from other agencies, so read the preliminary title report and the property tax bill for the specific home.

Can I build an ADU in La Mesa?

The City has pre-approved accessory dwelling unit plans, labeled Plan A to Plan E, ranging from a 224 square foot studio to a 1,199 square foot three-bedroom. Applications go through the City's MaintStar permitting portal. For the plan set, email the City's Planning team at Planning@cityoflamesa.gov. State ADU law also applies, so confirm size and rental rules with the City before you count on an ADU.

Does La Mesa allow short-term rentals like Airbnb?

As of July 2026, the city had no short-term rental ordinance: no permit, no guest registration and no added lodging tax. On July 14, 2026, the City Council directed staff to study the issue and bring back a policy in about six months. Rules may have changed since, so check the Municipal Code and council agendas before you buy a home for short-term rental use.

Is there a trolley in La Mesa?

Yes. The San Diego Trolley runs along the route of the old San Diego and Cuyamaca Eastern Railroad through La Mesa. Lines, stations and schedules change, so check MTS for current service and stops before you rely on one.
