National City, CA real estate: what buyers and sellers should know

City facts, schools by address, hazard checks, local rules and transit, each with its source.

Short answer

National City is an incorporated city in San Diego County. It had 56,173 residents at the 2020 Census and covers about 7.3 square miles of land. Before you make an offer, check the exact address for assigned schools, flood zones, the Coastal Zone and HOA documents. CAL FIRE's 2025 map shows no fire hazard severity zone in the city, but FEMA flood zones touch parts of it, and the County's Mello-Roos list shows no district levied by the City. Short-term rentals need a City permit.

This guide collects the public records that matter for a National City address: city limits, school districts, flood and coastal maps, the City's rental rules and the two trolley stations. Karina Somenzari, REALTOR®, can go through them with you for a specific home. She also works in the rest of San Diego County, in English or Portuguese; contracts and escrow documents are in English.

Homes you'll find and what to check before an offer

This page doesn't describe the mix of house types or give prices, because those numbers change and aren't tied to an official source here. What stays the same is the list of checks. Each one depends on the exact address, and most of them show up in the seller's disclosures, but you can look many of them up before you write an offer. The free property report gives a first look at fire, flood and fault zones for an address.

ZIP codes and city limits

The ZIP code on a mailing address doesn't always match the city line. The Census Bureau's ZIP Code Tabulation Areas that touch National City's boundary are 91950, 91910, 91911, 91902, 92113, 92114, 92136 and 92139. Some of those only brush the boundary. Look up the address with the USPS ZIP Code Lookup, and ask whether the home is inside National City limits, since city rules apply only there.

HOA documents

If you're buying a resale condo or townhome in a homeowners association (HOA), California Civil Code 4525 says the owner must give you the governing documents and an assessment statement before closing. Ask for them early, since you have limited time to review them once you're in contract.

Mello-Roos and other special taxes

A Community Facilities District (CFD), often called Mello-Roos, adds a yearly special tax to the parcels inside it. The County Auditor's FY 2025-2026 list of active Mello-Roos districts has no district levied by the City of National City. The list does include some school-district and statewide issuers, and it doesn't map their parcels, so a special tax can still apply to one home. Read the preliminary title report and the current tax bill through the San Diego County Treasurer-Tax Collector. Civil Code 1102.6b covers the notice a seller must try to get from the agency.

Fire hazard

CAL FIRE's 2025 Local Responsibility Area data lists no Very High, High or Moderate Fire Hazard Severity Zone acres for National City, so the city has no mapped fire hazard severity zone on that map. The seller's Natural Hazard Disclosure report still states the answer for the specific home.

Flood zones

FEMA special flood hazard zones touch parts of the city. FEMA's data for the city includes zones A, AE, AH, AO and VE, and also zone X, which is outside the special flood hazard area. Look up the address at the FEMA Flood Map Service Center. If a home is in a special flood hazard area and your mortgage comes from a federally regulated lender, flood insurance is required. Lenders may ask for it in lower-risk zones too, so get a quote during your inspection period.

Coastal Zone

National City has its own Local Coastal Program. The Coastal Commission certified the Land Use Plan on April 14, 1988 and approved the Implementation Plan, with suggested modifications, on December 11, 1990. The Commission's staff report records that the program was effectively certified on April 9, 1991. Later amendments were not checked for this page. Part of the city, along the bay, is in the Coastal Zone, which can add coastal permit steps for building or remodeling. Check an address on the Commission's Coastal Zone boundary maps and ask the City.

Airport influence areas

Part of National City falls inside an airport influence area: the County's earlier mapping put a share of the city in the NAS North Island Review Area 2. Part of Naval Base San Diego, a large Navy installation, lies along the bay shoreline inside the city limits. When a natural hazard expert prepares the seller's disclosure report, the expert must say whether the home is in an airport influence area, and if so the report includes a "Notice of Airport in Vicinity" (Civil Code 1103.4). Read that part of the report, check the airport authority's maps at san.org, and ask Karina to look at the address before you write an offer.

Lead paint in older homes

For most housing built before 1978, federal law requires the seller to disclose known lead-based paint and hazards, give you the EPA pamphlet and a Lead Warning Statement, and allow a 10-day period for a lead inspection or risk assessment. The buyer can waive the inspection period, or the parties can agree in writing to a different length.

Schools by address

National School District serves the lower grades for most of National City, and Sweetwater Union High School District serves the upper grades. Small parts of the city fall in Chula Vista Elementary School District and San Diego Unified School District. Assignment depends on the exact address, so check each district's lookup. National School District's home page lists ten elementary schools.

Local rules for owners

Short-term rentals

National City adopted a short-term rental ordinance in September 2025, now Municipal Code Chapter 6.30. A December 2025 inewsource report said the City capped permits per council district, that rentals could not operate until the permit process rolled out, and that applicants must live in National City or within a quarter-mile of the rental. That was the status in December 2025, and it may have changed. Confirm the current rules with the City's short-term rental page before you buy a home for this purpose.

Accessory dwelling units

The City publishes an ADU handbook on its ADU page. If you're buying a home partly for an ADU, contact the City's Planning Division before you write the offer. This page doesn't list size, parking or fee rules.

Tenants and rentals

California's statewide tenant protections, such as Civil Code 1946.2, can apply to a rental home. Which rules apply depends on the property, so ask Karina about the specific home.

Getting around

MTS lists two San Diego Trolley Blue Line stations in National City: 8th Street at 555 W. 8th St., and 24th Street at 506 W. 22nd St. Check routes, times and parking on the MTS trolley page, since they change.

Landmarks and city parks

The California Office of Historic Preservation's San Diego County list includes the National City Depot (Transcontinental Railroad) as California Historical Landmark No. 1023, listed March 3, 1997. The state list shows the city as San Diego, so confirm the location with the City before you plan a visit. For city parks, hours and facilities, see the City of National City's website, which this page doesn't summarize.

Selling a home in National City

Owners here should expect buyers to look at the same records covered above, especially the flood and Coastal Zone answers for the lot. Your disclosure package typically includes the Natural Hazard Disclosure report, HOA documents if there is an association, any Mello-Roos notice and, for most homes built before 1978, the lead-paint disclosure, alongside other California forms such as the Transfer Disclosure Statement. That isn't a complete list. The San Diego selling guide covers costs and timing, and you can request a free home value estimate.

Frequently asked questions

Is National City its own city or part of San Diego?

National City is its own incorporated city in San Diego County, separate from the City of San Diego. The Census Bureau counted 56,173 residents there in the 2020 Census. A street address can sit near the city line, so check that an address is inside city limits before you rely on city rules.

Which school district serves a National City address?

National School District serves the lower grades for most of the city, and Sweetwater Union High School District serves the upper grades. Small parts of the city fall in Chula Vista Elementary School District and San Diego Unified School District. Each district assigns by address, so use its school locator and then confirm with the district.

Is National City in a fire hazard zone?

CAL FIRE's 2025 Local Responsibility Area data lists no Very High, High or Moderate Fire Hazard Severity Zone acres for National City. Flood is a different story: FEMA special flood hazard zones touch parts of the city. Look up the exact address on the FEMA Flood Map Service Center and read the seller's Natural Hazard Disclosure report.

Does National City have Mello-Roos?

The County Auditor's FY 2025-2026 list of active Mello-Roos districts shows no district levied by the City of National City. Special taxes from school districts or other agencies can still apply to a single parcel, so read the preliminary title report and the property tax bill for the home.

Can I run a short-term rental in National City?

National City has a short-term rental ordinance, Municipal Code Chapter 6.30, that requires a permit and caps how many permits are issued. A December 2025 news report said rentals could not operate until the permit process rolled out, and that applicants must live in National City or within a quarter-mile of the rental. Confirm the current status with the City's Planning Division before you count on rental income.

Is there a trolley in National City?

Yes. Two San Diego Trolley Blue Line stations are in the city: 8th Street (555 W. 8th St.) and 24th Street (506 W. 22nd St.). MTS runs the Blue Line. Check routes and times on the MTS website, since schedules change.
