Point Loma is a neighborhood area inside the City of San Diego, on the peninsula between the Pacific Ocean and San Diego Bay. The City calls it the Peninsula community planning area. The City's plan describes single-family and multifamily housing, much of the land sits under a 30-foot coastal height limit, and most of it lies inside the airport influence area for San Diego International Airport. Before you make an offer, check the exact address for height and coastal rules, airport and Navy noise, fire and flood zones, and special taxes, and confirm the assigned school with San Diego Unified.

| Topic | What the official record shows |
|---|---|
| What it is | Not a separate city. The City of San Diego's Peninsula community planning area, about 4,409 acres (about 7 square miles), in Council District 2. The City describes it as a highly urbanized community. |
| Edges | Ocean Beach and the Pacific Ocean on the west and south, the San Diego River Flood Control Channel and the Midway community on the north, and San Diego Bay and Port tidelands on the east. Ocean Beach became its own plan area in 1975. |
| Neighborhoods | The City lists Ocean Beach Highlands, Point Loma Highlands, Loma Alta, Loma Palisades, Loma Portal, Fleetridge, Roseville, Sunset Cliffs, Wooded Area, La Playa and Liberty Station (the former Naval Training Center). |
| Shopping and business areas | The City names Roseville, the Voltaire Street corridor, the Point Loma Village area and Point Loma Nazarene University as the commercial cores. |
| ZIP codes | Mostly 92106 and 92107. Liberty Station, Shelter Island, La Playa and Roseville are 92106. The Voltaire Street corridor, Sunset Cliffs and Ocean Beach Highlands are 92107. ZIP 92110 covers part of the airport side. These match Census ZIP areas; confirm an address with USPS. |
| Navy land | The plan area includes the Point Loma Naval Complex. Naval Base Point Loma has six installations, and Cabrillo National Monument and Fort Rosecrans National Cemetery sit inside it. |
| Coastal plan | The Peninsula Community Plan doubles as the area's Local Coastal Program Land Use Plan, certified by the California Coastal Commission in 1989. |
The City's plan says the fastest residential growth on the peninsula came from 1940 to 1960, when most buildable land was subdivided into single-family lots. Since 1965, multifamily buildings have filled most of the remaining open land outside the Navy lands. So expect single-family and multifamily housing. Each check below depends on the exact address. A free property report pre-checks fire, flood and fault zones for any San Diego County address.
The plan states that the entire Peninsula community is subject to a 30-foot height limit for new construction. That limit was placed on coastal San Diego by Proposition D in 1972. The City's coastal height overlay covers most of the peninsula, but not every spot, so use the City's overlay map for the address. Parts of Point Loma are also in the City's Coastal Overlay Zone, which affects permits for additions and new units. The Coastal Commission hears appeals under the City's coastal program. Ask what you can build before you buy a home you plan to expand.
Most of Point Loma lies inside San Diego International Airport's airport influence area, and all of it lies inside the NAS North Island review area. The airport authority's current compatibility plan was adopted on February 13, 2025, and its mapping tool is generalized, not parcel based. A Notice of Airport in Vicinity can apply to a purchase. The City's own plan lists aircraft noise as an issue in much of the community. Visit at different times of day and ask the seller about aircraft and Navy noise.
CAL FIRE's 2025 map, which the City adopted effective August 30, 2025, shows only small pockets of High fire hazard severity zone on the peninsula, mostly around canyons. Much of the upland peninsula is mapped as minimal flood hazard, but shoreline, bay-front and river-edge parcels can differ. Look up the address on the City's fire zone map and FEMA's Flood Map Service Center, and read the seller's Natural Hazard Disclosure.
Most of the peninsula is older subdivisions, so special taxes are the exception. Parts of Liberty Station are in a City Community Facilities District (CFD No. 3), and the City also runs a Liberty Station/NTC Maintenance Assessment District. Ask for the special tax disclosure and read the preliminary title report. Condominiums, townhomes and some planned communities have HOAs; ask for the governing documents early and read them before your contingencies end. Transfer tax is collected at recording, so ask your escrow officer for the exact amount.
San Diego requires a license for any rental of less than one month, and operating without one has been unlawful since May 1, 2023. Point Loma is outside Mission Beach, so a whole-home license is Tier 3, which requires use for a minimum of 90 days each year. The City says licenses are not transferable between owners or dwelling units, and the City limits how many whole-home licenses it issues. If you want vacation-rental income, ask before you buy.
The City says a building permit is required to create an ADU or junior ADU, with no exemptions. Outside the Coastal Zone, a lot with a single-family home can have one junior ADU, one converted ADU and one detached or attached ADU. Properties in the Coastal Overlay Zone follow a separate Coastal ADU page, and ADUs in a High or Very High fire zone need a four-foot side and rear setback. If you plan to buy a rental, the City has its own just-cause tenant protection ordinance, with exemptions, that replaces the state version for City rentals. Ask an attorney how it applies to the home.
Census Bureau school district boundaries place the Point Loma peninsula in San Diego Unified School District. The school that serves a home depends on its address, and the district says attendance boundaries are reviewed each year and can change.
| District | Address lookup | Phone |
|---|---|---|

Run the address through School Finder, then confirm with the district before you rely on it. This page doesn't rate or rank schools.
Rosecrans Street and Sunset Cliffs Boulevard are the main streets, and Interstate 5 is the nearest freeway. MTS buses run on the peninsula. Routes 28 and 84 run along Rosecrans Street between Shelter Island, Old Town Transit Center, the Sub Base and Cabrillo Monument, and Route 35 links Ocean Beach and Old Town Transit Center, and Route 923 serves Ocean Beach and Liberty Station. No MTS Trolley line serves the peninsula. Old Town Transit Center is the nearest rail connection, and buses link it to Point Loma. Schedules change, so check MTS.
If you own in Point Loma, several of the checks above show up in your disclosure package: the Natural Hazard Disclosure, any airport-vicinity notice, HOA documents and any special tax notice. They go along with the other forms California requires, so this isn't a complete list. Buyers here may also ask about height and coastal rules, short-term rental use and ADU options, so gather what you know early. See selling a house in San Diego for the steps, or ask what your Point Loma home is worth.

No. Point Loma is a neighborhood area inside the City of San Diego. The City calls it the Peninsula community planning area, which covers about 4,409 acres, or about 7 square miles, and is in Council District 2. Ocean Beach, next door, is a separate community plan area.
Mostly yes. The City's Peninsula community plan says the entire community is subject to a 30-foot height limit for new construction, a limit that came from Proposition D, passed in 1972. The City's coastal height overlay map does not cover every spot on the peninsula, so use it to check a specific address.
Only with a City license. San Diego requires a Short-Term Residential Occupancy (STRO) license for rentals of less than one month, and operating without one has been unlawful since May 1, 2023. Outside Mission Beach, a whole-home license is Tier 3, and the City says licenses do not transfer between owners or dwelling units. Ask before you buy a home planned for vacation rental.
Census Bureau school district boundaries place the peninsula in San Diego Unified School District. Which school serves an address depends on that address, so use the district's School Finder tool or call the boundaries office at (619) 725-5668. This page does not rate or rank schools.
Yes. Most of Point Loma lies inside San Diego International Airport's airport influence area, and all of it lies inside the NAS North Island review area. The seller's Natural Hazard Disclosure and the airport authority's mapping tool show how a specific address is mapped. Ask about aircraft and Navy noise when you visit.
No single one. Point Loma addresses are mostly ZIP 92106 and 92107, and ZIP 92110 covers part of the airport side. Liberty Station, Shelter Island, La Playa and Roseville are 92106, and the Voltaire Street corridor, Sunset Cliffs and Ocean Beach Highlands are 92107. Confirm an address with the USPS lookup.
