Where the community sits, school districts, address checks and local rules, each with its source.
Carmel Valley is a community inside the City of San Diego, not a separate city. Its ZIP code is 92130. The City's community plan dates to 1975, the first houses went up in 1983, and the City's 2018 financing plan called the area substantially built out. Most of the planning area is in Del Mar Union School District, with the rest in Solana Beach School District, and all of it is in San Dieguito Union High School District, not San Diego Unified. Before you make an offer, check the address for HOA documents, special taxes, fire and flood zones, and the Coastal Overlay Zone.

| Topic | What the official record shows |
|---|---|
| Jurisdiction | A community in the City of San Diego. The Census Bureau does not list Carmel Valley as a place of its own. |
| History | The City's Planning Department lists a Carmel Valley Community Plan adopted February 27, 1975, and describes a master-planned community along the Interstate 5 corridor. The plan itself calls the area North City West. The City says the first houses were built in 1983. |
| Location | East of Interstate 5 and the City of Del Mar, on both sides of the Carmel Valley canyon. The 1975 plan names Penasquitos Canyon as the southern edge. Newer communities such as Pacific Highlands Ranch sit farther east. |
| ZIP code | 92130. That ZIP also covers other City communities, so a 92130 address is not always inside the Carmel Valley plan area. |
| City Council district | District 1, according to City pages. District lines can change after each census. |
| Built-out status | The City's June 2018 financing plan said 99% of residential development was in place. |
People use "Carmel Valley" for a wider area than the City's plan area. This page covers the City's Carmel Valley planning area. For nearby communities, see the area guide.
The City's plan for the area provided for a mix of single-family homes, townhomes and apartments. That is a planning goal from 1975, not a count of today's homes. The City says the first houses in the planned community were built in 1983, which is after the 1978 cutoff for the federal lead-paint disclosure rule, but confirm the build year of any specific home. Each check below depends on the exact address. Our free property report looks up fire, flood and fault zones for a San Diego County address.
No official source says how many Carmel Valley homes belong to an HOA, so ask for each home. California Civil Code 4525 requires the owner of a resale home in a common interest development to give you the governing documents, the budget and policy statements, and a statement of current and unpaid assessments. Ask for them early, since you'll want time to read them before you commit.
Check three places on the property tax bill and in the disclosures:
If a home is subject to a Mello-Roos tax or certain other assessments, Civil Code 1102.6b requires the seller to make a good-faith effort to get the agency's notice and give it to the buyer.
Parts of the planning area, mostly near the canyons, are in CAL FIRE fire hazard severity zones. The State's 2025 recommended map for local responsibility areas shows Very High, High and Moderate zones here. The City also adopted its own map by Ordinance O-21992, effective August 30, 2025, which adds areas the State did not map. Look up the address on both maps. For homes in High or Very High zones, state law adds seller steps, including a fire-hardening notice for homes built before 2010 (Civil Code 1102.6f).
A small part of the planning area, along the valley and canyon bottoms, is in a FEMA Special Flood Hazard Area, including a regulatory floodway. Most of the area is mapped as minimal hazard. Look up the address at the FEMA Flood Map Service Center. If a home is in a Special Flood Hazard Area and your mortgage comes from a federally regulated or insured lender, flood insurance is required. Get a quote during your inspection period either way.
A part of the planning area, mostly in the western valley, is inside the City's Coastal Overlay Zone. There, a coastal development permit can apply on top of other permits before you build an addition or ADU. Check the City's Coastal Overlay Zone map and the Coastal Commission's boundary viewer. We did not map the zone to neighborhood names, so check by address.
The City's airport map puts the planning area outside MCAS Miramar's main review area and almost entirely outside its second review area. That map leaves out some other airports, so a clear result is not proof. The San Diego County Regional Airport Authority, which acts as the Airport Land Use Commission, publishes the influence-area maps.
Carmel Valley is not in San Diego Unified. Census school boundaries (January 2026 vintage) show San Dieguito Union High School District for grades 7 to 12. For elementary grades, most of the planning area is in Del Mar Union School District and the rest is in Solana Beach School District. Districts assign schools by exact address, and some Del Mar Union addresses fall in an option area with two possible schools. Use the lookups below, then confirm with the district.
| District | Grades | Address lookup |
|---|---|---|
| Del Mar Union School District | Elementary | School Boundaries and Option Areas page (links to the School Locator) |
| Solana Beach School District | Elementary | My School Locator; Student Services 858-794-7187 |
| San Dieguito Union High School District | Grades 7 to 12 | Boundaries map and school locator |
The high school district says boundary questions should be confirmed with the school. This page doesn't rate or rank schools.
Interstate 5 runs along the western edge of the planning area, and State Route 56 crosses it from I-5 toward the east. City project lists name the main local roads: Del Mar Heights Road, El Camino Real, Carmel Valley Road, Carmel Country Road and Carmel Mountain Road. We can't confirm a specific bus or train route for any one address. Use the MTS and NCTD trip planners to see service at the address you're considering.
The City lists the Carmel Valley Library (open since 1993) and Carmel Valley Recreation Center on Townsgate Drive, plus Ocean Air Recreation Center on Fairport Way. Its parks include Carmel Creek Park, Carmel Del Mar Park, Sage Canyon Park and the Carmel Valley Skate Park. The City also describes open space with hiking and equestrian trails.
If you own here, several checks above become part of your disclosure package: the Natural Hazard Disclosure report, the fire-zone steps, HOA documents and any Mello-Roos notice. The list isn't complete. Our San Diego selling guide covers the full disclosure list, or you can request a free home value estimate.

No. Carmel Valley is a community inside the City of San Diego, and the Census Bureau does not list it as a separate place. The City's Planning Department says the community plan was adopted on February 27, 1975, that the plan used the name North City West although residents have long called the area Carmel Valley, and that the first houses were built in 1983.
Not San Diego Unified. Census school-district boundaries show San Dieguito Union High School District for grades 7 to 12. For elementary grades, most of the planning area is in Del Mar Union School District and the rest is in Solana Beach School District. Assignment depends on the exact address, so use each district's school locator and confirm with the district.
Some homes may. The City of San Diego runs only three Community Facilities Districts, and none is in Carmel Valley. But the County Auditor's FY 2025-2026 list of active Mello-Roos districts includes school-district CFDs that cover this part of the City, plus two named North City West CFD No. 1 and No. 2. We could not match any of them to a street, so check the home's property tax bill and the seller's disclosures.
Use the State Fire Marshal's fire hazard severity zone map, the City's fire zone map page and the FEMA Flood Map Service Center. Parts of the planning area, mostly near the canyons, are in CAL FIRE fire hazard severity zones, and a small part along the valley and canyon bottoms is in a FEMA Special Flood Hazard Area.
Only with a City of San Diego Short-Term Residential Occupancy (STRO) license. The City says renting a dwelling for less than one month without a license has been unlawful since May 1, 2023, and the rule applies in every zone and Council District. Don't assume a seller's license passes to you, and an HOA may ban short rentals too.
It depends on the lot. A part of the planning area, mostly in the western valley, is inside the City's Coastal Overlay Zone, where a coastal development permit can apply on top of other permits. The City says some of its ADU rules do not take effect in that zone.
