Rancho Peñasquitos is a community inside the City of San Diego, not a separate city. The City plans it as its own community planning area of about 6,500 acres, with Interstate 15 on the east and Los Peñasquitos Canyon on the south. Almost all of it uses ZIP code 92129, and its public schools come from Poway Unified School District, not San Diego Unified. Before you make an offer, check the exact address for HOA documents, special taxes, fire hazard zones, creek flood zones and the MCAS Miramar airport influence area, which covers nearly all of the community.
General information only, not legal advice. See the note near the end of this page.

| Topic | What the official record shows |
|---|---|
| City status | A community of the City of San Diego, with its own Community Plan adopted in 1993 and amended since. The planning area is about 6,500 acres. The Census Bureau does not define Rancho Peñasquitos as a place, so there is no official Census population for it. |
| Location | The northeastern part of the City. Interstate 15 is the eastern edge, and State Route 56 crosses the south-central part. Los Peñasquitos Canyon Preserve and Mira Mesa lie to the south, and Carmel Mountain Ranch and Sabre Springs lie to the east. |
| Council district | City Council District 5 on the City's current district map (City page). The City's community profile still lists Districts 5 and 6, so confirm your address with the City. |
| ZIP codes | 92129 covers almost all of it. Small edges fall in 92128 and 92127. Check the mailing ZIP on the property record. |
| Planning group | The City lists a Rancho Peñasquitos Community Planning Group, which posts agendas and minutes. |
The City's community profile page links the latest posted plan.
Interstate 15 runs along the eastern edge, and State Route 56 crosses the south-central part. The Community Plan names Carmel Mountain Road as a major through street, along with Black Mountain Road, Camino del Sur, Peñasquitos Drive and Salmon River Road.
MTS Route 20 runs along Rancho Peñasquitos Boulevard and Carmel Mountain Road, per its timetable effective June 7, 2026. Rapid routes 235 and 290 stop at the Sabre Springs Transit Station (13538 Sabre Springs Pkwy.), just east of I-15 and outside the community. Schedules change, so check the MTS route list.
Black Mountain Open Space Park is a 2,352-acre natural area owned by the City, between Camino del Sur, Peñasquitos Drive, Lusardi Creek and Carmel Mountain Road. Its summit is 1,554 feet, and a 2.5-mile dirt trail to the top starts at Hilltop Community Park (9711 Oviedo Way).
Los Peñasquitos Canyon Preserve runs along the southern edge and is owned and run jointly by the City and the County. The County operates the restored Santa Maria de Los Peñasquitos Adobe (about 1823) at the preserve's east end, off Black Mountain Road. Check the County Parks page for tours.
The City's Community Plan says the community has single-family detached homes and multifamily homes, available to own and to rent. Which type an address is depends on the street, so check the property record. This page leaves out prices and market statistics, which change fast.
Whether a home has an HOA depends on the address, so ask early. If it does, California Civil Code 4525 requires the seller to give you the HOA's governing documents and assessment information as soon as practicable before the sale closes. Read them for dues, rules, reserves and rental limits.
The City of San Diego's own Community Facilities Districts are Santaluz, Liberty Station and Black Mountain Ranch Villages, and the City's debt page lists none for Rancho Peñasquitos. That doesn't mean a home has no special tax. Poway Unified has formed many school-related districts of this kind and publishes a list and disclosures. Check the property tax bill and the seller's disclosure for any Mello-Roos tax on the address.
The City maintains medians, slopes and open space through Maintenance Assessment Districts. Its map shows two at work in Rancho Peñasquitos, Penasquitos East and Park Village. Some parcels pay a charge for this on the property tax bill.
CAL FIRE's Local Responsibility Area map, dated March 24, 2025, shows parts of Rancho Peñasquitos in Very High and High zones, with other parts Moderate or non-wildland. Look up the exact address on the CAL FIRE map, read the seller's Natural Hazard Disclosure and ask an insurance agent how the zone affects coverage.
Most of the community is outside FEMA's mapped Special Flood Hazard Areas. A few creek corridors, including along Los Peñasquitos Creek, are mapped. Enter the address in the FEMA Flood Map Service Center and ask a lender or insurance agent whether flood insurance applies.
MCAS Miramar's airport influence area covers nearly all of Rancho Peñasquitos. When a home is inside one, the seller's natural hazard report must include a statement titled "Notice of Airport in Vicinity" (Civil Code 1103.4). Most of the community is in the outer zone, Review Area 2, where the airport land use plan limits structure heights and requires overflight notification documents.
Rancho Peñasquitos is inland and mostly outside the Coastal Zone. If an address might be near the boundary, ask the City.
Poway Unified School District serves Rancho Peñasquitos, not San Diego Unified, even though the community is inside the City of San Diego.
This page doesn't name or rate schools. Assignment depends on the home's address, and boundaries can change. To check an address:
Then confirm with the district office before you rely on the answer.
The City of San Diego's Short-Term Residential Occupancy (STRO) ordinance requires a license to rent a dwelling unit, or part of one, for less than one month. Operating without one has been unlawful since May 1, 2023. A whole-home Tier 3 license must be used at least 90 days a year, and whole-home licenses are limited by a City cap. Read the City's STRO page or call STRO Administration at 619-615-6120 before you buy a home for this use.
The City has its own Residential Tenant Protections Ordinance (San Diego Municipal Code sections 98.0701 through 98.0709), in effect since June 24, 2023. It requires just cause to end a residential tenancy, sets notice rules and requires relocation assistance for some no-fault terminations. State law can apply to the same tenancy. Read the San Diego Housing Commission's Tenant Protections Guide before you buy a rental, and ask an attorney about your case.
The City's ADU program covers accessory dwelling units (ADUs) and junior ADUs (JADUs). An ADU is a complete independent unit on a lot with a main home. A JADU is no more than 500 square feet and sits inside a single-family home. The City amended its ADU rules effective August 22, 2025, for lots outside the Coastal Zone. What a lot can add depends on its zoning, so read the City's Information Bulletin 400 before you plan one, and don't count on approval.
If you own in Rancho Peñasquitos, several of the checks above become part of your disclosure package: any HOA documents, a special tax notice, the natural hazard report (fire and flood zones and the airport notice) and any City assessment. On a sale, San Diego County's documentary transfer tax is $1.10 per $1,000, collected when the deed is recorded. Ask your escrow officer for exact charges. See selling a house in San Diego for the disclosure list, costs and timing, or request a free home value estimate.

No. Rancho Peñasquitos is a community inside the City of San Diego, with its own Community Plan adopted in 1993 and amended since. It is in City Council District 5 on the City's current district map.
Almost all of it uses ZIP code 92129. Small edges of the community fall in 92128 and 92127. ZIP lines do not match community lines exactly, so check the mailing ZIP on the property record.
Poway Unified School District serves Rancho Peñasquitos, not San Diego Unified, even though the community is inside the City of San Diego. Assignments depend on the address, so use the Poway Unified Address Lookup and then confirm with the district.
It can, home by home. The City of San Diego's own Community Facilities Districts are Santaluz, Liberty Station and Black Mountain Ranch Villages, and none is listed for Rancho Peñasquitos. But Poway Unified has formed many school-related districts of this kind, and the City runs Maintenance Assessment Districts here. Check the property tax bill and the seller's disclosure.
Parts of it are in CAL FIRE's Very High and High fire hazard severity zones on the 2025 map, and nearly all of it is inside the MCAS Miramar airport influence area. Both depend on the exact address. The free property report on this site pre-checks fire, flood and fault zones for any San Diego County address.
Only with a City of San Diego license. The City's Short-Term Residential Occupancy ordinance requires a license for rentals shorter than one month, and whole-home licenses are limited by a City cap. Confirm with the City's STRO Administration at 619-615-6120 before you buy with that plan.
