4S Ranch is an unincorporated community in San Diego County, not a city. County government provides most city-type services, the Rancho Santa Fe Fire Protection District provides fire protection, and Poway Unified School District serves the area. Mail goes to ZIP code 92127 with a San Diego mailing city, though the community sits outside the City of San Diego limits. The Census Bureau has no 4S Ranch place, so there's no official population count. Before you make an offer, check the exact address for HOA documents, Poway Unified's Mello-Roos tax (CFD No. 6), the fire hazard zone on CAL FIRE's 2025 map, FEMA's flood map and the assigned schools.
General information only, not legal advice. See the note near the end of this page.

| Topic | What the official record shows |
|---|---|
| Jurisdiction | Unincorporated. A check of Census Bureau boundary data at seven points across the community found no city limits at any of them (October 20, 2026). The City of San Diego line runs close by on the west and the east, so a mailing address alone doesn't tell you which jurisdiction a home is in. Ask for a parcel-level check. |
| County planning area | County planning maps place 4S Ranch in the San Dieguito community plan area, one of the community plans in the County General Plan. |
| ZIP code | 92127, with "San Diego, CA" as the mailing city. |
| Population | The Census Bureau has no census designated place called 4S Ranch in 2020 or in its 2025 place list, so it publishes no official total for it. |
| Local government | In unincorporated areas, the County says its government does what a city normally does: law enforcement and fire protection, roads, parks and libraries, and building permits. In 4S Ranch, fire protection comes from a special district (below). |
| Fire protection | Rancho Santa Fe Fire Protection District. Its Station 2, at 16930 Four Gee Road (dedicated January 2003), responds to 4S Ranch, according to the district. |
| Schools | Poway Unified School District (see the schools section below). |
| Type of community | The fire district describes 4S Ranch as a master-planned community. |
This page doesn't list housing types or market numbers, because no official source for either was confirmed. It gives you a checklist for any address instead, and the free property report on this site pre-checks fire, flood and fault zones.
The fire district calls 4S Ranch a master-planned community, and a home there may sit inside one or more homeowners associations (HOAs). This page found no official source naming the associations or their coverage, so treat each address on its own. For a resale home in an HOA, California Civil Code 4525 sets out what the seller has to hand over before closing, including:
Request the package at the start of your contingency period, not the end.
A Community Facilities District (CFD), often called Mello-Roos, charges owners inside it a special tax each year. Poway Unified formed several to offset the impact of new development on schools. Its news article names Community Facilities District 6 as the one for 4S Ranch, and the district's CFD page lists CFD No. 6 Improvement Areas A, B and C. In a 2025 refinancing, the district said CFD 6 payments are expected to end as early as 2030. That is a 2025 expectation, so confirm the current schedule for the address.
Other special taxes or assessments can apply to a parcel too. Check the current tax bill through the San Diego County Treasurer-Tax Collector. Under Civil Code 1102.6b, if the home is subject to a Mello-Roos tax or certain other assessments, the seller must make a good-faith effort to get the agency's notice and give it to the buyer.
Part of 4S Ranch is in a mapped fire hazard severity zone on CAL FIRE's Local Responsibility Area map dated March 24, 2025, and part is not. Zone classes differ from street to street. In a check of seven points spread across the community, the map showed Moderate, High, Very High and non-wildland classes, and none of the seven fell in a State Responsibility Area. Seven points are a sample, so look up the exact address. CAL FIRE notes that its maps measure hazard, not risk.
The fire district says state law requires it to adopt the State Fire Marshal's recommended maps by ordinance, and it listed hearings in 2025. Use the local viewer for the 2025 maps. State law adds two steps when a home sells in a High or Very High zone:
FEMA's flood map data for the same seven points showed Zone X, "area of minimal flood hazard," outside special flood hazard areas (checked October 20, 2026). Creek and lake edges weren't sampled, so check each address. Look up the address at the FEMA Flood Map Service Center. Lenders can require flood insurance in a Special Flood Hazard Area, so get a quote during your inspection period if the address is in one.
Poway Unified School District serves 4S Ranch. Census Bureau school district boundaries put all seven sample points in Poway Unified, and the district lists 4S Ranch by name among the communities it serves. Boundaries change by school year, so check each address.
| Tool | What it does |
|---|---|
| PUSD Address Lookup | Gives the designated schools for a residential address inside the district (the 2026-2027 school year is shown). The district says to confirm attendance eligibility with the designated school or its Planning Department. |
| PUSD boundary maps | Elementary, middle and high school boundary maps. |
This page doesn't name, rate or rank schools.
Because 4S Ranch is unincorporated, the County of San Diego's rules apply to an accessory dwelling unit (ADU), not a city's. The County's ADU page says the property must be in the unincorporated areas of the County. On March 4, 2026, the Board of Supervisors voted unanimously to adopt a program that allows the separate sale of ADUs in unincorporated communities through a condominium conversion process. An HOA can add its own limits, so ask both.
Public transit near 4S Ranch runs from the Rancho Bernardo Transit Station, operated by San Diego MTS. MTS route maps show it served by the Rapid 235 and route 290, among others. In MTS's route files, the name "4S Ranch" appears only as a map label near the station, not as a stop in the community, so confirm the walk or drive to a stop for your address. Routes change at each service change, so see sdmts.com for current ones.
This page doesn't list freeway access or drive times, because they weren't confirmed from an official source. Test your own commute at the hours you'd drive it.
4S Ranch Sports Park is a County park at 16118D 4S Ranch Parkway, San Diego, CA 92127. The County's parks page describes it as nestled within a 25-acre community park near Rancho Bernardo and Rancho Peñasquitos. It lists six baseball and softball fields, six soccer and multipurpose fields, tennis and basketball courts, a roller-hockey rink, playgrounds and a picnic area. Facilities change, so use the County Parks page for current details and reservations.
If you own in 4S Ranch, several checks above become part of your disclosure package: the Natural Hazard Disclosure report, the fire-zone steps for High or Very High zones, HOA documents and any Mello-Roos notice (California requires other forms too, such as the Transfer Disclosure Statement). The San Diego selling guide covers the full disclosure list, costs and timing, and you can request a free home value estimate.

4S Ranch is neither. It is an unincorporated community governed by the County of San Diego. The mailing address says San Diego, CA 92127, but the community sits outside the City of San Diego limits. The County provides most city-type services, and the Rancho Santa Fe Fire Protection District provides fire protection. Check the parcel, not just the mailing address.
Poway Unified School District serves 4S Ranch, and the district lists 4S Ranch by name among the communities it serves. Which schools a home is assigned to depends on the exact address and the school year. Use the district's address lookup, then confirm attendance with the school or the district's planning department.
Many homes do. Poway Unified's Community Facilities District No. 6 is the one Poway Unified labels 4S Ranch, and its Improvement Areas A, B and C are listed on the district's CFD page. In 2025 the district said payments are expected to end as early as 2030. Other special taxes or assessments can apply to a parcel, so check the property tax bill and the seller's Mello-Roos disclosure notice.
Look up the exact address on CAL FIRE's fire hazard severity zone map (the Local Responsibility Area map dated March 24, 2025) and on the FEMA Flood Map Service Center. Zone classes differ from street to street in 4S Ranch. The seller's Natural Hazard Disclosure report states the zones for the specific home, and the free property report on this site pre-checks them too.
The trolley, COASTER and SPRINTER are not shown serving 4S Ranch in MTS route files, which show the community name only as a map label near the Rancho Bernardo Transit Station, not as a stop inside 4S Ranch. That station is the nearest transit hub confirmed from MTS materials. Check sdmts.com for current routes.
Maybe. Because 4S Ranch is unincorporated, the County of San Diego's ADU rules apply, not a city's. On March 4, 2026, the County Board of Supervisors adopted a program that allows the separate sale of ADUs in unincorporated communities through a condominium conversion process. A homeowners association can add its own limits, so read the CC&Rs and ask the County before you plan.
