Rancho Santa Fe, CA real estate: what buyers and sellers should know

County and Association rules, address checks, school districts and getting around, each with its source.

Short answer

Rancho Santa Fe is an unincorporated community in San Diego County with no city government of its own. It had 3,156 residents at the 2020 Census and uses ZIP code 92067. The County of San Diego handles permits and zoning, and homes inside the Rancho Santa Fe Covenant also face private review by the Rancho Santa Fe Association. Before you make an offer, ask for the Association's governing documents, read the tax bill for special taxes, and check the address for fire hazard zone, flood zone, dam inundation area and assigned schools.

General information only, not legal advice. See the note near the end of this page.

Rancho Santa Fe at a glance

"Rancho Santa Fe" can mean three different footprints: the Census-designated place, the Association's Covenant, and the 92067 ZIP code. They don't match exactly, so this page says which one it means.

TopicWhat the official record shows
GovernmentUnincorporated. It is a Census-designated place with no city government. The County of San Diego (Board of Supervisors) governs it, and the County plans it under the San Dieguito community plan.
Population and size3,156 at the 2020 Census. The Census Bureau lists the area as 6.7 square miles of land.
ZIP code92067. The Association's offices and mailing address are in ZIP 92067.
The AssociationThe Rancho Santa Fe Association is a private nonprofit that manages the planned community under the Protective Covenant. It calls itself "technically a Homeowners Association." It was incorporated in July 1927, and property owners entered into the Protective Covenant in 1928.
Law enforcementThe Association says the San Diego County Sheriff's Department and the California Highway Patrol serve the community.
Fire protectionRancho Santa Fe Fire Protection District. In a County map check of 60 random points, all were inside it.
WaterSanta Fe Irrigation District or Olivenhain Municipal Water District, depending on the parcel.
Other districtsThe County's special-district maps also show the Rancho Santa Fe Community Services District near the village. Boundaries vary by parcel.

What to check before an offer

The Association says most of the Covenant is low-density, large-lot residential development with an average lot size of more than two acres, and that a village with shops, restaurants and the Rancho Santa Fe Inn sits near its center. That is the Association's description of the Covenant, not a County figure, and it doesn't cover every home in ZIP 92067.

Each check below depends on the exact address. A free property report pre-checks fire, flood and fault zones for any San Diego County address.

Association review and governing documents

Inside the Covenant, the Association's Art Jury reviews development and building applications in addition to County permits. The Association's process page says plans must show perforations indicating County review and approval. The Association's Regulatory Code adds its own rules on rentals and event venues. For a resale, ask early for the Protective Covenant, bylaws, Regulatory Code and any other CC&Rs that apply, and read them before your contingencies end.

Special taxes and assessments

The County Auditor's FY 2025-2026 list of active Mello-Roos districts includes "Rancho Santa Fe CFD #1." The list does not show a Rancho Santa Fe School District or Rancho Santa Fe Fire Protection District CFD. It does list Solana Beach School District and San Dieguito Union High School District CFDs, and parts of those districts reach near the Census area. The list can't tell us which parcels are inside which district, so don't assume a home has none. Read the tax bill, which shows each charge and the agency behind it, and the seller's disclosures and preliminary title report.

Fire hazard severity

The County's fire responsibility map lists Rancho Santa Fe as State Responsibility Area. On CAL FIRE's State Responsibility Area map, adopted January 31, 2024, the area is mostly High, with a large share Very High and a small part Moderate. That is a hazard map, not a prediction of risk or an insurance rating. The Rancho Santa Fe Fire Protection District's website has items on fire hazard severity zones and on AB 38 defensible space inspections, which apply to sellers of homes in specified zones. The seller's Natural Hazard Disclosure (NHD) report states the zone for the specific home.

Flood zones and dams

FEMA's flood map shows some Special Flood Hazard Area inside the Census area, though not all of it, so look up each address at the FEMA Flood Map Service Center. If a home is in a Special Flood Hazard Area and your mortgage comes from a federally regulated, supervised or insured lender, flood insurance is required. The County also maps dam failure inundation areas for San Dieguito Dam and Lake Hodges over parts of the area, and the Natural Hazard Disclosure says if a home is in one.

Coastal zone and airports

We checked 60 random points inside the Census area against the County's Coastal Zone map, and none fell in the zone. That is a spot check, not a ruling, so confirm an address with the Coastal Commission map. We couldn't check the McClellan-Palomar Airport influence area, so look for an "Airport in Vicinity" notice in the seller's NHD report.

Schools: districts assigned by address

A County map check found the Rancho Santa Fe School District covers most of the Census area and the Solana Beach School District covers part of it. San Dieguito Union High School District covers all of it. District lines don't follow the Census area, so check each one.

DistrictWhere to look up an address
Rancho Santa Fe School DistrictDistrict website. It lists no address tool, so ask the district at 858-756-1141.
Solana Beach School DistrictAttendance boundaries page with a "My School Locator" for a full address.
San Dieguito Union High School DistrictSchool Locator and Boundaries Map. The district says only the school can confirm attendance boundaries and enrollment eligibility.

Local rules for owners

  • Accessory dwelling units (ADUs). The County's ADU program covers unincorporated land, and the County posts pre-approved ADU plans and an ADU Handbook. State and County ADU rules change often, so start with the County ADU page. For a home in the Covenant, Association review applies too.
  • Short-term rentals. Operators in the unincorporated area register with the County Treasurer-Tax Collector and collect County transient occupancy tax (TOT) for stays of 30 days or less. TOT is currently 8% of the rent. We didn't confirm a separate County zoning rule on short-term rentals, and the Association's own rules may add limits, so ask both before you plan on renting.
  • Long-term rentals and tenants. California's Tenant Protection Act applies statewide, including here. The Attorney General's local rent cap chart, checked October 2026, lists no San Diego County entries. Ask a landlord attorney about exemptions. Inside the Covenant, the Association's Regulatory Code also sets rules on renting accessory buildings and parts of a main home.

Getting around

The County's Circulation Element roads that cross the Census area are Via de la Valle, Del Dios Highway, Paseo Delicias, La Bajada/La Granada, Linea del Cielo and El Camino del Norte.

There is no train station or trolley line in the Census area. The nearest COASTER and Amtrak station is Solana Beach. NCTD BREEZE Route 308, Solana Beach to Escondido via Del Dios Highway, runs along that corridor, and its timetable lists Via de la Valle and Del Dios Highway. Check the current timetable for stops.

Parks and landmarks

The Association runs private amenities for homeowners within the Covenant: the Ranch Clubhouse, Golf Club, Tennis Club and Osuna Ranch, a working horse ranch and the site of a historic adobe home. It says nearly 60 miles of equestrian and pedestrian trails are used exclusively by Covenant residents and their guests, so they are not public trails. The San Dieguito River Park, a regional greenway that stretches 55 miles from Del Mar to Volcan Mountain near Julian, is nearby. We didn't confirm that any of its land lies inside Rancho Santa Fe.

Selling a home in Rancho Santa Fe

If you own here, several of the checks above are part of your disclosure package: the NHD report, the fire zone steps, any special tax notices and the Association's governing documents. Because Rancho Santa Fe is unincorporated, no city transfer tax applies. The County charges documentary transfer tax of $0.55 per $500 of value, excluding existing liens. If your home is inside the Covenant, ask the Association about review requirements before you plan changes to prepare it for sale. Inside the Covenant, the Association's Art Jury reviews development and building applications in addition to County permits.
