Neighborhoods and nearby places

The County's Community Plan names these established neighborhoods, many dating from the 1950s: Sun Gold, Ocotillo Heights, de Anza Country Club, Club Circle, Verbena, Deep Well and Montesoro (Ram’s Hill). It describes them as developed off the two main corridors, County roads S-22 and S-3. The MTS rural map names Ocotillo Wells, Ranchita, Shelter Valley, Julian and Ramona along the routes out of the valley; see our Julian guide for one of those places.

Homes in Borrego Springs and what to check before an offer

This page does not list homes or give prices. What you will find depends on the street, and the sources reviewed for this page did not include a County count of housing types. Most checks below can be done before you write an offer. A free property report pre-checks fire, flood and fault zones for any San Diego County address.

HOAs

Some Borrego Springs communities have homeowners associations (HOAs). If the home you want is in one, ask for the governing documents (CC&Rs) and the current budget early, and read them before your contingencies end.

Mello-Roos and other special taxes

A Community Facilities District (CFD), often called Mello-Roos, charges owners inside it a special tax each year. The County Auditor's list of active districts includes one under the San Diego County Fire Protection District (Borrego CFD 14-1) and one under the Borrego Water District (CFD 07-1). A district covers only some parcels. Check the current tax bill through the San Diego County Treasurer-Tax Collector and the seller's disclosures.

Fire hazard severity zones

CAL FIRE maps Moderate, High and Very High fire hazard severity zones. On its local responsibility area map dated March 24, 2025, the Borrego Springs community shows only Moderate and Non-Wildland. The small part in the state responsibility area, under the map effective April 1, 2024, is Moderate. A Moderate class is a CAL FIRE hazard class, not a statement about any one property. The Natural Hazard Disclosure report at escrow states what applies to a specific parcel.

Flood zones

FEMA's flood maps include flood zones inside the community, including Zone AO. Look up the address at the FEMA Flood Map Service Center and see FEMA's flood zone glossary.

Water and groundwater

The Borrego Springs subbasin is covered by a settlement agreement and stipulated judgment, and the Borrego Water District publishes the judgment documents. Read the district's Judgment page and ask what water and sewer service applies to the parcel.

Airport influence area

Borrego Valley Airport is a County airport about three miles east of the Village Core. The Community Plan says its influence area affects the community. Ask your title or escrow officer whether a parcel is inside it.

Dark-sky lighting

Borrego Springs became California's first International Dark Sky Community in July 2009. The County amended its Light Pollution Code to create a zone for Julian and Borrego Springs. Check it before you change outdoor lighting.

Schools by address

Public schools belong to Borrego Springs Unified School District, which serves kindergarten through 12th grade. Its website lists Borrego Springs Elementary School, Borrego Springs Middle School, Borrego Springs High School and a preschool.

Local rules for owners

Short-term rentals

The County of San Diego has no short-term rental permit program for the unincorporated area. Hosts owe the County transient occupancy tax and need a certificate. In March 2026 the Borrego Springs Community Sponsor Group asked the Supervisor for registration and licensing of all short-term rentals and suggested an annual lottery could be used to pick eligible operators. The sources reviewed showed no adopted ordinance as of October 2026. Check with the Treasurer-Tax Collector and your HOA before you plan to rent short term.

Accessory dwelling units (ADUs)

The County's Planning and Development Services runs an ADU page and handbook for the unincorporated area. It says a junior ADU must be completely contained within an existing or proposed house and can be at most 500 square feet. Ask the County and the Borrego Water District what applies to a specific parcel.

Getting around

County road S-22, Palm Canyon Drive, is the main commercial and visitor corridor. The central business district is a one-mile stretch from Stirrup Road west to Country Club Road. Christmas Circle appears in the Community Plan and is the MTS stop in town. The MTS rural map shows State Routes 78 and 79 on the routes in and out of the valley.

MTS Rural Routes 891 and 892 link Borrego Springs (Christmas Circle) with El Cajon Transit Center. Route 891 runs Fridays only, by way of Shelter Valley and Ramona. Route 892 runs Thursdays only, by way of Ranchita and Ramona. MTS says neither route runs on other days or holidays. Check sdmts.com before you rely on them.

Parks and landmarks

Anza-Borrego Desert State Park surrounds the community and is the largest state park in California, with about 500 miles of dirt roads and 12 wilderness areas. The park Visitor Center is at the far west end of Palm Canyon Drive.

Borrego Springs County Park, at 2580 Country Club Road, is part of a 16-acre community hub on a shared 19-acre campus. The County Library is next door. The park has shaded playgrounds, walking trails, courts, fenced dog parks and a 100-seat amphitheater.

Selling a home in Borrego Springs

If you own in Borrego Springs, expect questions on the same items buyers check: flood and fire zones, water service and groundwater rules, any special tax, HOA documents and outdoor lighting.
