County rules, fire hazard maps, school districts, getting around and address checks, each with its source.
Julian is an unincorporated mountain community in eastern San Diego County, so the County of San Diego, not a city, sets most local rules. It had 1,768 residents at the 2020 Census, and its ZIP code is 92036. Most of Julian is mapped Very High on CAL FIRE's State Responsibility Area fire hazard map. Before you make an offer, check the exact address for fire zone and disclosure steps, flood zone, water and sewer arrangements, Mello-Roos and other special taxes, and what the County allows on the parcel. Two school districts cover the area.

| Topic | What the official record shows |
|---|---|
| Governance | Unincorporated. There is no city council or city hall. The County of San Diego provides law enforcement and fire protection, roads, parks, libraries and building permits in the unincorporated area. Julian has its own County community plan, the Julian Community Plan. |
| Population and size | 1,768 residents at the 2020 Census, in the Census Bureau's Julian census designated place (a statistical area, not a city). It covers 7.886 square miles of land (2025 Gazetteer). |
| ZIP code | 92036. |
| Setting | Mountains of eastern San Diego County, at about 4,200 feet in the Main Street area (USGS elevation service). State Routes 78 and 79 merge in town. |
| Water | The Julian Community Services District, a public agency formed in 1964, supplies water to a 271-acre area of downtown Julian. Outside that area, ask the seller and the County which water and sewer arrangements apply. |
| History | California Historical Landmark No. 412 (registered 1948) records that gold was found nearby in the winter of 1869-70 and that the area later became known for its apple crop. |
This page doesn't describe a typical Julian home or lot, because the official sources reviewed don't give a reliable picture of the housing mix. The County's Julian Community Plan and land use map set what can be built on a parcel. Look at the parcel itself and ask County Planning what applies to it. A free property report pre-checks fire, flood and fault zones for any San Diego County address.
CAL FIRE's hazard maps use three classes: Moderate, High and Very High. Julian is in a State Responsibility Area, so the map that matters is the State Responsibility Area map adopted January 31, 2024. On that map, downtown Julian is Very High, and most of the community is mapped Very High. Part of the eastern side shows no zone on that map. A blank area isn't a low-hazard finding. CAL FIRE notes that its maps measure hazard, not risk.
When a home in a High or Very High zone sells, the seller provides a Natural Hazard Disclosure report noting the zone. California adds two requirements for those homes:
Public water in downtown Julian comes from the Julian Community Services District, which serves a 271-acre area. Its website describes water service and doesn't mention sewer service. For any home, ask the seller and the County which water and sewer arrangements apply, and order the inspections that match what you find.
Look up the address at the FEMA Flood Map Service Center. If a home is in a FEMA Special Flood Hazard Area and your mortgage comes from a federally regulated, supervised or insured lender, flood insurance is required. Lenders may require it in lower-risk zones too, so get a quote during your inspection period.
If you buy a resale home in a homeowners association, California Civil Code 4525 lists what the owner must give you before closing, including the governing documents and a statement of current assessments. No specific Julian association is named here, so ask the seller early whether one applies.
Some parcels carry a Mello-Roos special tax, also called a Community Facilities District (CFD) tax. The seller's disclosure and the County property tax bill show it. The County Auditor publishes a list of active Mello-Roos districts, and the San Diego County Treasurer-Tax Collector bill lists each special assessment with the agency's phone number. Civil Code 1102.6b covers the notice the seller must try to get from the agency.
For most housing built before 1978, federal law requires the seller to disclose known lead-based paint and hazards. The seller also gives you the EPA pamphlet and a Lead Warning Statement, and you get a 10-day period for a lead inspection unless you and the seller agree otherwise in writing.
The Census Bureau's school district maps place the Julian area in two districts: Julian Union Elementary School District and Julian Union High School District. No unified district covers it. The elementary district's own website calls itself Julian Union School District. Places just outside town, such as Wynola or Santa Ysabel, may be in other districts, so check each address.
| District | Where to confirm |
|---|---|
| Julian Union Elementary School District (Julian Union School District) | juesd.net: 1704 Cape Horn Ave, Julian, CA 92036, phone 760-765-0661. The site has online registration and an interdistrict attendance permit link. |
| Julian Union High School District | Contact the district directly to confirm the school for an address. |
Confirm the school for an address with the district. This page doesn't rate or rank schools.
State Routes 78 and 79 merge in Julian, and Main Street runs through the downtown area. No interstate runs through town. Cuyamaca Rancho State Park sits on Highway 79, five miles north of Interstate 8. As of October 20, 2026, the MTS bus route list has no route with Julian in its name, so check sdmts.com for current service.
If you own in Julian, several of the checks above become part of your disclosure package: the Natural Hazard Disclosure report, the defensible-space and fire-hardening steps if the home is in a High or Very High zone, any HOA documents, any Mello-Roos notice and, for most homes built before 1978, the lead-paint disclosure. They go along with the other forms California requires, starting with the Transfer Disclosure Statement, so this isn't a complete list. See selling a house in San Diego for the disclosure list, costs and timing, or request a free home value estimate.

No. Julian is an unincorporated community, so it has no city council or city hall. The County of San Diego governs it and provides services such as law enforcement, fire protection, roads, parks, libraries and building permits. The Census Bureau counts Julian as a census designated place, which is a statistical area, and it had 1,768 residents at the 2020 Census.
Julian addresses use ZIP code 92036. County Parks lists the Volcan Mountain Wilderness Preserve at Farmer Road at Wynola Road with that same ZIP. Nearby places such as Wynola, Santa Ysabel and Warner Springs can use other mailing addresses, so check the exact address.
The Census Bureau's school district maps show two districts over the Julian area: Julian Union Elementary School District (the district calls itself Julian Union School District) and Julian Union High School District. No unified district covers it. Assignment depends on the exact address, and places just outside town may be in other districts, so confirm with the district.
Most of Julian is mapped Very High on CAL FIRE's State Responsibility Area map, adopted January 31, 2024. Part of the eastern side is not mapped in any zone on that map. CAL FIRE's maps measure hazard, not risk. The seller's Natural Hazard Disclosure report states the zone for a specific home, and you can check the address on CAL FIRE's viewer.
Julian is unincorporated, so County ADU rules apply, not a city's. On March 4, 2026, the County Board of Supervisors adopted a program that allows the separate sale of ADUs in unincorporated communities through a condominium conversion process. Whether a specific lot can host an ADU depends on its water, septic, fire and zoning rules, so ask County Planning about the parcel first.
Operators of short-term rentals in the unincorporated area, which includes Julian, register with the San Diego County Treasurer-Tax Collector and collect the County's transient occupancy tax. Registration does not replace any other permit or license that State or County law requires. Ask the County whether zoning or the Julian Community Plan limits rentals on a particular parcel.
