Ramona, CA real estate: what buyers and sellers should know

County rules, housing, address checks, school lookup and local parks, each with its source.

Short answer

Ramona is an unincorporated community in San Diego County. It has no city hall, so the County of San Diego provides its law enforcement, fire protection, roads, parks, libraries and building permits. The 2020 Census counted 21,468 people in the Ramona census designated place, and 92065 is its main ZIP code. Before you make an offer, check the exact address for sewer or septic service, fire hazard zone, flood zone, Ramona Airport's influence area and assigned schools. Most of Ramona is mapped Very High on CAL FIRE's State Responsibility Area map.

Main Street is the principal commercial street through town. San Vicente Road is the main access to San Diego Country Estates, and Highland Valley Road is a two-lane connector toward the San Pasqual Valley and Interstate 15.

Homes in Ramona: what you'll find and what to check

The County plan describes a Town Center surrounded by residential lots of one acre or less, mostly single-family homes with limited multi-family housing. Minimum lot sizes then step up to two and four acres, and to eight to ten acres and larger. The plan says these rural estate lands accommodate large animal keeping and agriculture. The County's current land use map and zoning decide what a specific parcel allows.

The Ramona Valley is also a federally recognized American Viticultural Area (27 CFR 9.191).

Each check below depends on the exact address. Several arrive with the seller's disclosures, but you can look most of them up before you write an offer. A free property report pre-checks fire, flood and fault zones for any San Diego County address.

Sewer or septic, and water

Ask whether the home connects to Ramona Municipal Water District sewer or has a septic system, and who supplies the water. For a septic system, ask for its records and plan an inspection during your contingency period. The plan's utility text dates from 2011, so confirm with the district.

Fire hazard severity zones

Most of Ramona is State Responsibility Area land, and most of that land is mapped Very High on CAL FIRE's map. The state adopted that map on January 31, 2024 and implemented it on April 1, 2024. Some areas fall on the Local Responsibility Area map dated March 24, 2025. CAL FIRE's maps measure hazard, not risk. When a home sits in a High or Very High zone, California law (Civil Code 1102.19) has the seller give the buyer documentation that the property meets defensible-space or local vegetation rules, or sign an agreement that the buyer will get it. The seller's Natural Hazard Disclosure (NHD) report states the zone for the specific home.

Flood zones

Parts of Ramona are in FEMA flood zones, and most of the community is not. Look up the address at the FEMA Flood Map Service Center. If a home is in a FEMA Special Flood Hazard Area and your mortgage comes from a federally regulated, supervised or insured lender, flood insurance is required.

Airport influence area

Part of Ramona lies near Ramona Airport and may sit in its airport influence area. Every public-use airport in the county has an airport land use compatibility plan. When a natural hazard expert prepares the seller's disclosure report, the expert must say whether the home is in an airport influence area. If it is, the report includes a "Notice of Airport in Vicinity."

Mello-Roos and other special taxes

A Community Facilities District (CFD), often called Mello-Roos, charges owners inside it a special tax each year. The County Auditor's FY 2025-2026 list of active districts shows no district with Ramona in its name. School, fire, County and other districts can still apply to a parcel, so check the home's tax bill through the San Diego County Treasurer-Tax Collector. If the home is subject to one, the seller must make a good-faith effort to get the district's notice for you (Civil Code 1102.6b).

HOA documents

If a home is in a homeowners association (HOA), the seller must give you the governing documents and a statement of current assessments (Civil Code 4525).

Schools: Ramona Unified, assigned by address

Ramona Unified School District serves nearly all of Ramona. Edges of the community can fall in other districts, so confirm the address with the district. Ramona Unified's enrollment page links a Find My School locator and an address guide. This page doesn't rate or rank schools.

Local rules for owners

ADUs

Because Ramona is unincorporated, the County's accessory dwelling unit (ADU) rules apply. The County says the property must be residential and have an existing or planned main house. A junior ADU (JADU) must be inside an existing or proposed house and can be up to 500 square feet. On March 4, 2026, the Board of Supervisors adopted a program that allows separate sale of ADUs in unincorporated communities through a condominium conversion process, with eligibility requirements. For a specific lot, ask the County's ADU page team.

Short-term rentals

In the unincorporated area, short-term rental operators register with the County Treasurer-Tax Collector and collect the County's transient occupancy tax on stays of 30 days or less. The County says the certificate is not a permit to operate, so check for other permits or licenses before you plan on renting short term.

Tenants and landlords

The California Attorney General's chart of local rent caps listed no city or county in San Diego County as of October 2026. The statewide Tenant Protection Act (Civil Code 1946.2 and 1947.12) applies where its exemptions do not. This page didn't review County tenant ordinances.

Transfer tax

Ramona is unincorporated, so only the County's documentary transfer tax applies, not a city one. The County rate is $0.55 per $500 of value, collected when the deed is recorded. Title or escrow shows who pays.

Parks and landmarks

  • Ramona Grasslands County Preserve is a 3,867-acre County preserve in the Santa Maria Valley at 17430 Highland Valley Road. Not all of it is open to the public. A main staging area off Highland Valley Road starts a 4-mile loop trail system, and the preserve contains a significant section of Santa Maria Creek.
  • Dos Picos County Park is at 17953 Dos Picos Park Road. Its name means "two peaks" in Spanish. It has camping, including sites with partial hook-up, tent spots and ADA-accessible cabins, and fishing at the nearby lake.
  • Mount Woodson Gateway County Preserve is an 84-acre property at 16286 Highway 67 with parking for the Mount Woodson trail system, including Potato Chip Rock. The preserve has no formal trails of its own. The trail system crosses land managed by the City of San Diego, the City of Poway and the unincorporated community of Ramona.

Hours, fees and access change, so check each park's County Parks page.

Selling a home in Ramona

If you own in Ramona, several checks above become part of your disclosure package: the NHD report, defensible-space documentation for homes in High and Very High fire zones, HOA documents if you have an association, and any Mello-Roos notice. California requires other forms too, starting with the Transfer Disclosure Statement. Frequently asked questions

Is Ramona its own city or part of San Diego?

Neither. Ramona is an unincorporated community with no city council or city hall. The County of San Diego provides the services a city would, including law enforcement, fire protection, roads, parks, libraries and building permits. The Census Bureau counted 21,468 people in the Ramona census designated place in 2020.

Which school district serves a Ramona address?

Ramona Unified School District serves nearly all of Ramona. Edges of the community can fall in other districts. Use the Find My School locator on the Ramona Unified enrollment page, then confirm with the district or the school.

Do Ramona homes use sewer or septic?

It depends on the address. The County's Ramona Community Plan says Ramona Municipal Water District is responsible for sewage disposal within about 90 percent of the plan area, and that developments outside its sewer facilities rely mainly on septic systems. That text dates from 2011, so ask about the exact home.

Is Ramona in a high fire hazard zone?

Most of Ramona is mapped Very High on CAL FIRE's State Responsibility Area map, which the state adopted on January 31, 2024. Some areas fall on the Local Responsibility Area map dated March 24, 2025. The maps measure hazard, not risk. The seller's Natural Hazard Disclosure report states the zone for the specific home.

Does Ramona have Mello-Roos?

The County Auditor's FY 2025-2026 list of active Mello-Roos districts shows no district with Ramona in its name. School, fire, County and other districts can still levy special taxes on a parcel, so check the home's property tax bill and the seller's Mello-Roos disclosure notice.

Can I add an ADU to a Ramona home?

Possibly. The County's ADU rules apply because Ramona is unincorporated. The County says the property must be residential and have an existing or planned main house. This page doesn't cover how sewer, septic and fire rules apply to a particular lot, so ask the County before you count on one.
