East County Backcountry real estate: what buyers and sellers should know

Wells and septic, fire zones, schools, roads and local rules for nine unincorporated communities, each with its source.

Short answer

Descanso, Pine Valley, Guatay, Mount Laguna, Campo, Potrero, Boulevard, Jacumba Hot Springs and Lake Morena are unincorporated communities in San Diego County's backcountry. None is a city, so the County of San Diego handles building permits, roads and parks. Census Bureau maps place all nine in Mountain Empire Unified School District. Many homes use private wells and septic systems, and CAL FIRE's fire maps show Very High or High zones across large parts of several towns. Before you make an offer, check the exact address for water, septic, fire zone, special taxes and tribal land.

The nine communities at a glance

In unincorporated areas, the County provides things a city government would typically do, such as law enforcement and fire protection, roads, parks and libraries, and building permits.

A census designated place is a statistical boundary, not a town limit, and a ZIP code can reach well beyond it. This page could not confirm a Guatay ZIP code from an official source, so check it on the USPS lookup.

The Pine Valley Community Plan puts Guatay about 40 miles east of San Diego and Mount Laguna 60 miles east, and County Parks puts Potrero 45 miles east. These are inland communities, outside the California coastal zone. The community planning groups are advisory.

What to check before an offer in the backcountry

The Pine Valley Community Plan, which covers Pine Valley, Guatay and Mount Laguna, says almost 98 percent of its planning area is dedicated in the Cleveland National Forest as public open space or private agricultural land, and residential use is about one percent. The plan text is dated, so check the zoning and lot size for each parcel. A free property report pre-checks fire, flood and fault zones for any San Diego County address.

Wells and septic

Wells and septic systems are normal here. The plan says Guatay's properties are totally dependent on groundwater and use septic fields. Mount Laguna has four small water providers and many private wells, and its homes and businesses use individual septic systems. In Pine Valley, the Pine Valley Mutual Water Company serves most of the community. In Jacumba, the Jacumba Community Services District provides water from groundwater only, according to a County environmental report.

Ask for a well yield and water-quality test, septic records and pumping history, and both locations on the plot plan. County septic designs must keep at least 5 feet between high groundwater and the bottom of the disposal system. This page has no verified water agency for Boulevard, Campo, Potrero or Lake Morena, so ask the seller who serves the home.

Fire hazard severity zones

CAL FIRE's State Responsibility Area map (dated 2023, adopted in 2024) shows Very High zones across large parts of Descanso, Campo and Potrero. Boulevard and Jacumba are mostly mapped High. Much of Mount Laguna, which is surrounded by the Cleveland National Forest, falls outside that layer. Guatay and Lake Morena are not covered here, so look up the parcel. The Forest Service says wildfires happen frequently in this area. CAL FIRE notes that its maps measure hazard, not risk.

The seller's Natural Hazard Disclosure report states the zone for the home. California adds two steps in High and Very High zones: Civil Code 1102.19 covers defensible-space documents, and Civil Code 1102.6f requires a fire-hardening notice for homes built before January 1, 2010. Ask your insurer about coverage early. County Fire lists every one of these communities as served except Guatay, so ask who responds there.

Mello-Roos and other special taxes

The County Auditor's FY 2025-2026 list of active Mello-Roos districts does not name any of these communities or Mountain Empire Unified. A special tax could still come from a district not on the list, so read the preliminary title report and the tax bill.

Tribal land, Forest Service land and airports

  • Tribal land. Several federally recognized tribes have reservations in this part of the County. Reservations are separate jurisdictions, and many County rules do not apply on them. Confirm a parcel is not tribal trust land.
  • Mount Laguna cabins. The plan describes seasonal residences in National Forest cabin tracts on Forest Service land. Ask whether a home sits on Forest Service land or private land.
  • Jacumba Airport. It has an Airport Land Use Compatibility Plan. Ask whether a Jacumba address falls inside its influence area.
  • Flood zones. Flood zones are not verified here for any town. Look up the parcel at the FEMA Flood Map Service Center.

Schools by address in the East County backcountry

Mountain Empire Unified School District, with its office in Pine Valley, covers all nine communities. Its school menu lists these schools:

SchoolTownAddress
Campo Elementary SchoolCampo1654 Buckman Springs Rd.
Clover Flat Elementary SchoolBoulevard39639 Old Hwy 80
Descanso Elementary SchoolDescanso24842 Viejas Boulevard
Potrero Elementary SchoolPotrero24875 Potrero Valley Road
Mountain Empire Junior High School and Mountain Empire High SchoolPine Valley3305 Buckman Springs Rd.

The district's menu shows no elementary school in Pine Valley, Jacumba or Mount Laguna. A school's location does not tell you which school your address is assigned to. Confirm it with the district, using the "District Boundaries" page on meusd.org. The district also has a School Transfer Permits page. This page doesn't rate or rank schools.

Local rules for owners

  • Short-term rentals. In the unincorporated area, the Treasurer-Tax Collector collects transient occupancy tax of 8 percent of the rent, for stays of 30 days or less, and operators must register for a certificate. The County's zoning rules for short-term rentals are not verified here, so ask County Planning & Development Services before you buy for that use.
  • ADUs. The County allows accessory dwelling units on residentially zoned property with an existing or planned single-family home, under County rules. With no public sewer in most villages, an ADU usually needs septic and well review and fire access.
  • Tenants. No County-wide tenant ordinance was found for the unincorporated area. California's AB 1482 sets just-cause and rent-increase rules for many rentals, so consult a real estate attorney for the current rules.

Getting around the backcountry

Descanso is approached by Historic Highway 80 and State Highway 79. Guatay sits between Descanso and Pine Valley, and the plan says its only access to Interstate 8 is by SR-79 through Descanso or Highway 80 through Pine Valley. Mount Laguna is on Sunrise Highway. Campo and Potrero are on State Route 94. Boulevard has Interstate 8 and Old Highway 80, and Jacumba Hot Springs sits on Old Highway 80 between I-8 and the border.

The Tecate Port of Entry is at 405 Tecate Rd in Tecate, California; CBP lists office hours of 6 am to 10 pm daily. Public transit is limited: MTS Route 888 runs Mondays and Fridays, Route 894 runs Monday through Friday, and MTS asks you to call 619-401-4500 at least a day ahead if you will travel with a wheelchair or bicycle or want an off-route or flag stop. There is no trolley here.

Parks and landmarks

  • Cuyamaca Rancho State Park is on Highway 79, five miles north of I-8, with more than 100 miles of trails.
  • Laguna Mountain Visitor Center is on Sunrise Highway at mile marker 23.5 in Mount Laguna.
  • County parks include Pine Valley County Park (17 acres), Lake Morena County Park (86 campsites, no swimming) and Potrero County Park (37 campsites).
  • Jacumba Mountains Wilderness covers 31,357 acres managed by the Bureau of Land Management.

Selling a home in the East County backcountry

Along with the Natural Hazard Disclosure report and the fire steps above, expect buyers to ask for well and septic records and the location of both on the plot plan. Homes built before 1978 need the federal lead-paint disclosure. At closing, the County's documentary transfer tax is $0.55 per $500 of value (or fraction) on conveyances over $100. This page does not verify whether any other transfer tax applies. See selling a house in San Diego for the disclosure list, costs and timing, or request a free home value estimate.

Frequently asked questions

Are Descanso, Pine Valley, Campo and the other backcountry towns part of San Diego?

No. All nine places are unincorporated, so none is a city, and none is part of the City of San Diego. The County of San Diego provides law enforcement and fire protection, roads, parks, libraries and building permits. Guatay and Lake Morena are not Census places, so they have no Census population.

Which school district serves the East County backcountry?

Census Bureau school district maps place all nine communities in Mountain Empire Unified School District. A school's location does not tell you which school an address is assigned to, so confirm the address with the district. This page does not rate or rank schools.

Do homes in the backcountry have wells and septic systems?

Many do. The County's plans describe Guatay and Mount Laguna as dependent on groundwater, and septic systems are common. Before an offer, ask for the well yield and water-quality test, the septic records and pumping history, and the locations of both on the plot plan.

Does the backcountry have Mello-Roos?

The County Auditor's FY 2025-2026 list of active Mello-Roos districts does not name any of these communities. A parcel can still carry a special tax or assessment from a district not on that list, so confirm it in the preliminary title report and the property tax bill.

How do I check the fire hazard zone for a backcountry home?

Look up the address on CAL FIRE's Fire Hazard Severity Zone map and read the seller's Natural Hazard Disclosure report, which states the zone for the specific home. CAL FIRE's 2023 State Responsibility Area map, adopted in 2024, shows Very High zones across large parts of Descanso, Campo and Potrero. Ask your insurer about coverage early.

Can I get to the backcountry without a car?

Only in a limited way. MTS Route 888 runs Mondays and Fridays, and Route 894 runs Monday through Friday. MTS asks you to call 619-401-4500 at least a day ahead if you will travel with a wheelchair or bicycle or want an off-route or flag stop. The brochure is effective October 1, 2026.
