San Carlos, Del Cerro and Allied Gardens are neighborhoods of the City of San Diego, not separate cities. The City places them, with Grantville, in one planning area of about 14 square miles, in City Council District 7. Addresses here use ZIP codes such as 92119 and 92120, and San Diego Unified School District serves both ZIPs. Before you make an offer, check the exact address for school assignment, fire and flood zones, airport influence areas and any special taxes. FEMA's updated flood maps took effect March 3, 2026.

| Topic | What the official record shows |
|---|---|
| Status | Neighborhoods of the City of San Diego, with City services, City Council representation and City rules. |
| Planning area | The City puts all three, plus Grantville, in the Navajo community planning area. A community planning area is a City map boundary used for land-use planning, not a separate government. The Navajo Community Plan was adopted March 11, 2025. The area covers about 14 square miles. |
| Council district | City Council District 7 (see the District 7 page). |
| Setting | The City's profile names the San Diego River, Murray Reservoir, Cowles Mountain and the Mission Gorge area, and says the central and eastern parts of the planning area are mostly residential. |
| History | Between 1948 and 1954, tracts totaling more than 6,600 acres were annexed to the City of San Diego. The City's profile says San Carlos and Del Cerro were developed within those annexation areas. |
| ZIP codes | 92119 and 92120. ZIP lines and neighborhood lines do not match exactly, so confirm an address with the USPS ZIP Code Lookup. |
The City's profile describes the area as mostly residential, with detached and attached homes in Allied Gardens and mainly residential streets in Del Cerro and San Carlos. Several checks depend on the exact address. A free property report pre-checks fire, flood and fault zones for any San Diego County address.
Some condo and townhome buildings have homeowners associations (HOAs). If you buy in one, read the governing documents (they show any rental restrictions) and the financial records before you close.
A Mello-Roos district (formally a Community Facilities District) adds a yearly special tax to a property's bill. The City's list of Mello-Roos and assessment districts, which we reviewed on October 20, 2026, does not name one in this area. That list does not cover every kind of assessment, so confirm on the preliminary title report and the property tax bill.
The State Fire Marshal issued recommended fire hazard severity zone maps for San Diego on March 24, 2025. The City adopted them by Ordinance O-21992, effective August 30, 2025. We have not confirmed which parcels here fall inside a zone, so use the City's fire zone map viewer and enter the address. The seller's Natural Hazard Disclosure report also states the zones for the home.
The City says any property can be affected by a flood, inside or outside a FEMA Special Flood Hazard Area. FEMA's updated flood maps for San Diego took effect March 3, 2026, so an older flood zone note may be out of date. Look up the address at the FEMA Flood Map Service Center and see the City's floodplain management page.
The San Diego County Regional Airport Authority acts as the Airport Land Use Commission, and its plans cover Montgomery-Gibbs Executive Airport and Marine Corps Air Station Miramar. Those plans apply to new development or redevelopment inside an airport influence area. Some addresses may be in such an area or an overflight notification area. Check the maps at san.org/aluc.
San Diego Unified School District serves ZIP codes 92119 and 92120 in their entirety, according to the district's own list. The district does not cover the whole City of San Diego, and a ZIP code can cross district lines at its edges, so check each address instead of assuming.

This page does not cover charter or magnet enrollment, so ask the district about those options. It also doesn't rate or rank schools.
These are City of San Diego rules, because all three neighborhoods are in the City. They change, so read the linked pages before you rely on them.
The City's profile mentions Navajo Road, Lake Murray Boulevard and Mission Gorge Road in the planning area, and a secondary source (Wikipedia) places Interstate 8 near the area. The Grantville (Union Grantville) trolley station, on the Green Line, is in the neighboring Grantville neighborhood. The City says it provides trolley service to Downtown and San Diego State University. The City's page for the San Carlos Recreation Center says bus routes 115 and 854 reach it. The MTS route list does not name these three neighborhoods, so use the MTS route pages and trip planner with a specific address.
If you own here, the address checks above become part of your disclosure package: the Natural Hazard Disclosure report, HOA documents and any Mello-Roos or assessment notice. California requires other forms too. See selling a house in San Diego for the disclosure list, costs and timing, or request a free home value estimate.

You can work with her in English or Portuguese; contracts and escrow documents are in English.

No. They are neighborhoods of the City of San Diego. The City groups them with Grantville in one planning area it calls Navajo, about 14 square miles. The Navajo Community Plan was adopted March 11, 2025, and the area is in City Council District 7. Addresses here use ZIP codes such as 92119 and 92120, though ZIP lines and neighborhood lines do not match exactly.
San Diego Unified School District serves ZIP codes 92119 and 92120 in their entirety, according to the district's own list. Because ZIP lines can differ from district lines, enter the exact address in the district's school locator, or call the district boundaries office at (619) 725-5668. This page does not rate or rank schools.
Only with a City of San Diego short-term residential occupancy (STRO) license. The City requires one for stays of less than one month, and operating without a license has been unlawful since May 1, 2023. A host may hold only one license and may not operate more than one dwelling unit as an STRO at a time. Check the City Treasurer's page before you count on this income.
The City's Residential Tenant Protections Ordinance took effect June 24, 2023, and the San Diego Housing Commission explains it. It describes relocation assistance in certain circumstances and protections tied to a tenant's source of income. The Housing Commission says the part of the law about reporting termination notices is not yet in effect. Read the current rules or ask an attorney before you set lease terms.
Look up the exact address. The City adopted the State Fire Marshal's 2025 fire hazard severity zone maps, effective August 30, 2025, and it posts a map viewer. FEMA's updated flood maps took effect March 3, 2026, so use the FEMA Flood Map Service Center for the current zone. The San Diego County Regional Airport Authority posts airport influence area maps. Whether a given home is in any zone depends on the address, so rely on the seller's disclosures and these maps.
The nearest trolley station the City names for this planning area is Grantville, also called Union Grantville, on the Green Line. It is in the neighboring Grantville neighborhood, not in these three. The City says it connects to Downtown and San Diego State University. The City's page for the San Carlos Recreation Center says bus routes 115 and 854 reach it. Use the MTS trip planner to see how a specific address connects.
Karina offers a free, no-pressure conversation in English or Portuguese, whether you're buying or selling here (contracts and escrow documents are in English). Bring an address, and she'll go over these checks with you.
