Blossom Valley, CA real estate: what buyers and sellers should know

What the area is, how it is governed, fire and school checks, local rules and trails, each with its source.

Short answer

Blossom Valley is a locality in unincorporated San Diego County, east of Lakeside, inside the County's Lakeside Community Planning Area. It is not a city. The County of San Diego governs it, the Lakeside Fire Protection District provides fire and medical response, and mailing addresses use El Cajon 92021 or Lakeside 92040. Before you make an offer, check the exact address for fire hazard zone, assigned schools, special taxes and Specific Plan Area rules.

Blossom Valley at a glance

TopicWhat the official record shows
StatusA named locality, not a city and not a Census Designated Place. The Census Bureau lists no "Blossom Valley" place, so this page gives no population figure.
GovernmentUnincorporated San Diego County. The County provides roads, building permits and planning. The County's Lakeside Community Plan names Blossom Valley as part of the Lakeside planning area. An advisory group, the Lakeside Community Planning Group, meets the first Wednesday of each month at 6:30 p.m. at the Lakeside Library.
LocationEast of Lakeside's town center and north of Interstate 8, per OpenStreetMap, a map database and not an official source. The County plan puts Lakeside about 21 miles east of downtown San Diego. No official boundary for "Blossom Valley" exists, so confirm any address with the County's parcel tools.
ZIP codesEl Cajon 92021 or Lakeside 92040, depending on the street. Census ZIP areas are approximations, so use the USPS ZIP Code lookup for an address.
Fire and medicalThe Lakeside Fire Protection District lists Blossom Valley in its coverage area. The district serves 50.5 square miles.
WaterPadre Dam Municipal Water District's hazard plan lists Blossom Valley among the communities it serves. That is the district's own plan narrative, not a boundary, so confirm the water provider for each parcel.

Many Blossom Valley addresses say "El Cajon," but the land is outside the City of El Cajon.

Homes you'll find and what to check before an offer

No official housing counts exist for Blossom Valley alone, so this page gives none. The County's Lakeside Community Plan describes agricultural uses in the area and lists four Specific Plan Areas in or beside it: Los Coches Hills, Quail Canyon Estates, Lake Jennings Ranch and Lake Jennings Vista. Specific plans set land-use rules and density limits for their areas. They can also come with their own associations, assessments or design rules, so ask the title company which apply to a home.

Each check below depends on the exact address. Karina's free property report can run a first pass on fire, flood and fault zones once you have an address.

Fire hazard severity zones

The four points we checked in Blossom Valley fall in a State Responsibility Area, not a Local Responsibility Area. That matters because CAL FIRE's 2025 update covers local areas only. The map that applies here is the State Responsibility Area map dated September 29, 2023, adopted January 31, 2024 and in use since April 1, 2024. All four were rated Very High or High. Four points are a sample, not a survey, so look up the address in the CAL FIRE zone viewer.

The seller's Natural Hazard Disclosure report, under Civil Code 1103.2, states whether a home is in a High or Very High zone. Since July 1, 2021, sellers in those zones also give the buyer documentation of defensible-space compliance.

Flood zones

The two points we checked with FEMA's flood map were Zone X, minimal flood hazard. Creeks and the San Diego River floodplain exist elsewhere in the Lakeside planning area, so flood zones vary by parcel. Look up the address at the FEMA Flood Map Service Center. Lake Jennings is a drinking water reservoir, and dam inundation areas show up in the Natural Hazard Disclosure.

Mello-Roos and other special taxes

The County Auditor's published list of active Mello-Roos districts doesn't show one for the local fire or school districts. That doesn't mean no home carries one. County-wide districts are on that list, and we haven't mapped their parcels. Check the property tax bill, look up the parcel in the County special assessments tool, and read the seller's disclosures. The Assessor/Recorder explains the process on its Mello-Roos page; you search by the secured property tax parcel number.

HOA documents

We found no official list of associations in Blossom Valley. If a home belongs to one, ask for the governing documents, budget, assessments and any rental rules early, and read them before your contingencies end.

Airport influence areas

Gillespie Field's airport influence area covers parts of unincorporated San Diego County. We couldn't confirm whether any Blossom Valley parcel is inside it. Check the Airport Authority's land use compatibility plans and look for a Notice of Airport in Vicinity in the seller's disclosures.

Schools: assigned by address

Census school district maps place the Blossom Valley area in Cajon Valley Union School District for elementary grades and Grossmont Union High School District (GUHSD) for high school. Cajon Valley lists a Blossom Valley Elementary School at 9863 Oakmont Terrace, El Cajon. The area also sits next to Lakeside Union School District territory, and Census school maps are generalized. Assignment depends on the exact address and can change, so use both lookups and then confirm with the district.

Local rules for owners

Short-term rentals

In the unincorporated County, a short-term rental operator must register with the County Treasurer-Tax Collector, hold a Transient Occupancy Tax (TOT) certificate and collect TOT, currently 8% of the rent, on stays of 30 days or less. The County says the certificate is not a permit to operate and doesn't excuse any other required permit or license. We couldn't confirm the zoning rules, so ask County Planning & Development Services before you buy a home for this purpose.

ADUs

The County has a program for accessory dwelling units (ADUs) and junior ADUs on unincorporated residential lots. A junior ADU must sit completely inside an existing or proposed house and can be up to 500 square feet. A lot in a High or Very High fire zone may face added requirements, which we haven't verified. See the County ADU page for current rules.

Tenants and landlords

We found no County-wide rent or just-cause ordinance. State law applies, including Civil Code 1946.2, which requires just cause to end a tenancy after 12 months of lawful occupancy. Exemptions exist. Check current County rules before you act.

Transfer tax

State law lets a county charge documentary transfer tax of $0.55 for each $500 of value, and lets a city add half that. An unincorporated home has no city to add one. We couldn't open the County Recorder's rate page, so ask your escrow officer what applies to a sale.

Getting around

The County plan credits Interstate 8 with giving the Lakeside area access to jobs to the west, and says Lakeside is reached from the south by Interstate 8 and from the west and north by Highway 67. Blossom Valley Road and Lake Jennings Park Road are named in County documents. We didn't measure drive times, so test your commute.

We found no source tying a bus or trolley route to Blossom Valley Road. The MTS trip planner shows current service.

Parks and landmarks

Lake Jennings, a Helix Water District drinking water reservoir in Lakeside, has a public park with camping, boating, fishing and hiking. The Lake Jennings site has current hours and fees. The County's Lakeside Community Trails and Pathways Plan covers Blossom Valley. It names the Blossom Valley Road Pathway and a Blossom Valley/Flynn Springs Staging Area, and says most pathways and trails in the area are already dedicated to the County, about 32 miles in all. Some entries are marked proposed, so don't assume a trail is open.

Selling a home in Blossom Valley

If you own here, several checks above are part of your disclosure package: the Natural Hazard Disclosure report, defensible-space documents for a High or Very High zone, any special tax notice, and HOA documents if they apply. They go along with other forms California requires, so this isn't a complete list. The selling a house in San Diego guide covers the full disclosure list, costs and timing. You can also ask for a free home value estimate.

Frequently asked questions

Is Blossom Valley a city?

No. Blossom Valley is a named locality in unincorporated San Diego County, east of Lakeside. The Census Bureau does not list it as its own place, so there is no city government and no official population count for it. The County of San Diego provides roads, building permits and planning. Many addresses say El Cajon, but the land is outside the City of El Cajon.

What ZIP code is Blossom Valley?

Addresses here use El Cajon 92021 or Lakeside 92040, depending on the street. The mailing city does not tell you which jurisdiction the home is in. Use the USPS ZIP Code lookup for the exact address, and the County parcel tools to confirm the property is in the unincorporated area.

Which school districts serve Blossom Valley addresses?

Census school maps place the area in Cajon Valley Union School District for elementary grades and Grossmont Union High School District for high school. Cajon Valley lists a Blossom Valley Elementary School. Assignment depends on the exact address, so use each district's address locator and then confirm with the district.

Is a Blossom Valley home in a fire hazard zone?

Possibly. On CAL FIRE's State Responsibility Area map, the points we checked in the Blossom Valley area were rated Very High or High, and that map was adopted January 31, 2024. Zones differ by parcel, so look up the address in CAL FIRE's viewer and read the seller's Natural Hazard Disclosure report.

Does Blossom Valley have Mello-Roos?

The County Auditor's published list of active Mello-Roos districts does not show one for the local fire or school districts. A parcel can still carry a special tax. Check the property tax bill and the County's special assessments lookup, and read the seller's disclosures.

Can I rent out a Blossom Valley home short term?

Owners in the unincorporated County must register with the Treasurer-Tax Collector, hold a Transient Occupancy Tax certificate and collect the 8% tax on stays of 30 days or less. The certificate is not a permit to operate, so also ask County Planning & Development Services about zoning before you buy or list.
