Eastlake real estate: what buyers and sellers should know

Planned-community rules, address checks, school districts and getting around, each with its source.

Short answer

Eastlake is a master planned community inside the City of Chula Vista, not a separate city, and it has its own planning documents, homeowners' associations and special districts. Buying or selling here means checking the HOA documents, any Mello-Roos special tax (the newer Woods and Vistas areas have named districts), and the fire hazard zone for the exact address. Eastlake addresses use ZIP codes 91913, 91914 and 91915.

General information only, not legal advice. See the note near the end of this page.

This guide covers what is particular to Eastlake. Rules that apply across the whole city are in the Chula Vista guide, and Eastlake is one of the cities and communities across San Diego County Karina Somenzari, REALTOR®, covers in English and Portuguese.

Eastlake at a glance

TopicWhat the official record shows
JurisdictionPart of the City of Chula Vista. The City's General Plan names Eastlake among the master planned communities of its East Planning Area. Most of Eastlake is in City Council District 1, and parts of its southeast end are in District 3. Confirm the district for an address with the City's district lookup.
Planning documentsEach master planned community has a General Development Plan, Sectional Planning Area (SPA) Plans and its own zoning regulations. The EastLake II plan and the EastLake Greens SPA Plan were approved on July 18, 1989. The EastLake III plan was adopted in 2001 and amended in 2006 and 2012. The City keeps them in its SPA Plan library.
ZoningEastlake is in the City's Planned Community (P-C) zone, which Chula Vista Municipal Code chapter 19.48 covers. The code says approving a SPA Plan refines the general development plan.
StagesThe City's plan describes three stages. EastLake I includes the EastLake Hills and EastLake Shores neighborhoods. EastLake II is the EastLake Greens and EastLake Trails area, east of State Route 125 between Otay Lakes Road and Olympic Parkway. EastLake III is the final stage: EastLake Woods and EastLake Vistas, about 940 acres, plus the training center site.
ZIP codesEastlake spans 91913, 91914 and 91915. Those ZIP codes are shared with neighboring areas, so check an address with the USPS lookup.
EdgesEastlake sits on the eastern edge of Chula Vista, with the Upper and Lower Otay Reservoirs along its east side, Rolling Hills Ranch to the north and Otay Ranch to the south and west. See the Otay Ranch guide.
PopulationThe Census doesn't publish a figure for Eastlake alone. Chula Vista as a whole had 275,487 people in the 2020 Census.

Homes you'll find and what to check before an offer

Eastlake's plans call for a mix: single-family homes, townhouses and condominiums, and apartments, in separate neighborhoods. Each check below depends on the exact address. Karina's property report tool also screens an address for fire, flood and fault zones.

HOA documents

Eastlake's plans assume homeowners' associations that care for common areas and trails, and many Eastlake neighborhoods have their own association. If you're buying a resale home in an HOA, California Civil Code 4525 lists what the owner must give you before closing, starting with the governing documents, "as soon as practicable" before the transfer of title or the signing of the sales contract. Ask for them early. If you plan to rent a home out, read the HOA's rental rules too, because they can be stricter than the City's.

Mello-Roos and the Eastlake maintenance district

The County Auditor's FY 2025-2026 list of active Mello-Roos districts includes two City of Chula Vista districts named for Eastlake: CFD 07M Eastlake III Woods, Vistas and CFD 06-I Eastlake Woods, Vistas. Homes in the newer Woods and Vistas neighborhoods may carry a Mello-Roos special tax. The list shows district names only, so it can't tell you whether a given home pays. The City also lists "101 Eastlake Maintenance District #1" among its Open Space Districts, which are paid through annual assessments for landscape upkeep. Ask for the exact special taxes and assessments on the tax bill and the preliminary title report.

Fire hazard severity zones

Eastlake has a mix. CAL FIRE's 2025 map shows Moderate, High and Very High zones in parts of the area, and non-wildland areas elsewhere, so look up the address with the CAL FIRE lookup. When a home in a High or Very High zone sells, Civil Code 1102.19 requires the seller to give the buyer documentation of defensible-space compliance, or a written agreement that the buyer will get it.

Flood zones

Parts of the area near creeks are mapped by FEMA. Check the address on the FEMA Flood Map Service Center. If a home is in a Special Flood Hazard Area, your lender decides whether flood insurance is required, so ask early.

Airport influence areas

In the City of San Diego's airport map layer, spot checks at the schools, parks and training center fell outside every airport influence area, but the outer edges of Eastlake may not. Check the airport-in-vicinity notice in the Natural Hazard Disclosure report (Civil Code 1103.4).

Historic sites

The City's Historic Preservation Program screens homes that are 45 years or older and haven't been surveyed when someone proposes to alter or demolish them. Eastlake's plans date from 1989 on, and the City's parcel data flags no designated historic sites in Eastlake's ZIP codes. Read the City's program page if a home is close to that age.

Schools: two districts, assigned by address

Eastlake is served by Chula Vista Elementary School District for the lower grades and Sweetwater Union High School District for the secondary grades. A school near a home doesn't mean it serves that address, so use each district's locator.

Local rules for owners

Chula Vista's short-term rental rules, tenant protections and transfer tax are the same in Eastlake as in the rest of the city. They are covered in the Chula Vista guide, so this page doesn't repeat them. Two points are specific to Eastlake.

Planned Community rules. Because Eastlake is in the P-C zone, its own plans and regulations sit on top of the city code. Before you plan a remodel, ask the HOA about its review process for exterior changes.

ADUs. The City repealed its local accessory dwelling unit code sections in April 2025 (Ordinance 3592). Confirm the current ADU rules with the City's Development Services department before you plan one.

Getting around

Main streets named in City and MTS documents include Eastlake Parkway, Otay Lakes Road, Olympic Parkway, Hunte Parkway and Clubhouse Drive. State Route 125, a toll road, runs along the western side of the Greens and Trails areas. MTS Route 707 runs along Eastlake Parkway on weekdays and doesn't operate on weekends. Route 709 links Otay Ranch Town Center, at Eastlake's southwest corner, with the H Street trolley station. Both timetables were effective September 6, 2026, and MTS changes service during the year, so check sdmts.com. There is no trolley station in Eastlake. The City's General Plan lists the EastLake Village Center, near Otay Lakes Road and Eastlake Parkway, as the area's main commercial center, and also lists the Eastlake Business Center.

Parks and landmarks

The City lists Salt Creek Community Park at 2710 Otay Lakes Road (24 acres, next to EastLake Woods), Mountain Hawk Park at 1475 Lake Crest Drive (12 acres, with an amphitheater and a splash pad open April 1 to November 1) and Chula Vista Community Park at 1060 Eastlake Parkway (14.9 acres, with ball fields). The Chula Vista Elite Athlete Training Center, formerly the Olympic Training Center, is at 2800 Olympic Parkway in the EastLake III plan area. Lower Otay Lake lies on Eastlake's eastern edge. The plans include greenbelt trails along Salt Creek; ask the City or the HOA which sections are open to the public.

Selling a home in Eastlake

If you own in Eastlake, gather your HOA documents early, because Civil Code 4525 puts them in the buyer's hands before closing. Be ready to explain any Mello-Roos special tax or assessment on your tax bill, and expect the Natural Hazard Disclosure report to cover fire, flood and airport notices. The general selling a house in San Diego page covers the full disclosure list, costs and timing, and Karina can tell you what your Eastlake home is worth.

Frequently asked questions

Is Eastlake its own city?

No. Eastlake is a master planned community inside the City of Chula Vista. The City's General Plan lists it as one of the master planned communities in the East Planning Area, and each of those communities has its own planning documents. Most of Eastlake is in City Council District 1, and parts of its southeast end are in District 3. You can confirm the district for an address with the City's district lookup.

What ZIP codes does Eastlake use?

Eastlake addresses use ZIP codes 91913, 91914 and 91915. Eastlake High School is in 91915, EastLake Middle School is in 91914 and EastLake Elementary is in 91913. ZIP codes are shared with neighboring areas such as Otay Ranch and Rolling Hills Ranch, so use the USPS lookup for a specific address.

Which school districts serve Eastlake?

Chula Vista Elementary School District serves the lower grades and Sweetwater Union High School District serves the secondary grades. Which school a home is assigned to depends on the exact address and can change, so use each district's school locator. This page doesn't rate or rank schools.

Do Eastlake homes have Mello-Roos?

Some may. The County Auditor's FY 2025-2026 list of active Mello-Roos districts includes two City of Chula Vista districts named for Eastlake: CFD 07M Eastlake III Woods, Vistas and CFD 06-I Eastlake Woods, Vistas. The list doesn't say which homes pay, and a home in another neighborhood can still carry a special tax or assessment. Read the preliminary title report, the property tax bill and the seller's disclosures.

Is there a trolley in Eastlake?

No. There is no trolley station in Eastlake. MTS Route 707 runs along Eastlake Parkway on weekdays, and Route 709 links Otay Ranch Town Center, at Eastlake's southwest corner, with the H Street trolley station. Check sdmts.com for current times.

Can I add an ADU or remodel in Eastlake?

Eastlake is in the City's Planned Community zone, so the community's own plans and homeowners' association rules apply along with the City code. The City repealed its local ADU code sections in April 2025, so confirm the current ADU rules with Development Services before you plan a project. If the home is in an HOA, ask about its review process for exterior changes.
