Village plans, special taxes, preserve borders, schools and getting around, each with its source.
Otay Ranch is a planned community of numbered villages in eastern Chula Vista, not a separate city. Buying or selling here means checking the exact address for special taxes, the borders of the Otay Ranch preserve, fire and airport zones, and school assignment. The Census school district maps place the area in Chula Vista Elementary and Sweetwater Union High School districts, and addresses are mostly in ZIP codes 91913 and 91915.

| Topic | What the official record shows |
|---|---|
| Jurisdiction | Inside the City of Chula Vista. The City's maps list each village plan as a Sectional Planning Area of the City. The City's district map puts nearly all of Otay Ranch in Council District 3, so check the district for an address. |
| The plan | The Otay Ranch General Development Plan was approved by the City and the County of San Diego on October 28, 1993. It covers three separate parcels: the Otay Valley Parcel (9,449 acres, almost entirely within the City), the Proctor Valley Parcel (7,895 acres, County land) and the San Ysidro Mountains Parcel (5,555 acres, County land). The City's page lists 2013 as the latest amendment. |
| Zoning | Planned community zoning under Chula Vista Municipal Code Chapter 19.48, with a separate plan for each village. A village's plan, not a single citywide rule set, can decide what is allowed on a lot. |
| Villages | The City's map uses numbered villages (Village 11 is called Windingwalk by the City), plus the Eastern Urban Center, known as Millenia, the Otay Ranch Town Center and a planning area for a university district. Otay Ranch has no single official boundary, and no official source says which villages are finished, so ask which village plan an address falls under. |
| ZIP codes | Addresses are mostly in 91913 and 91915, and ZIP lines don't match village lines. Confirm an address with the USPS ZIP lookup. |
| Population | There is no official population figure for Otay Ranch. The City of Chula Vista had 275,487 people in the 2020 Census. |
The City's village plans combine residential areas of different densities with town centers, parks, school sites and open space. Karina's property report tool screens an address for fire, flood and fault zones. These are the checks that matter most in Otay Ranch.
Otay Ranch is where many of Chula Vista's Mello-Roos districts (Community Facilities Districts, or CFDs) sit. The County Auditor's FY 2025-2026 list of active districts has 33 City of Chula Vista entries, and 21 of them have Otay Ranch, Millenia, Eastern Urban Center or Freeway Commercial in their names. They cover different villages and different purposes. The City also runs 36 Open Space Districts, and its list includes maintenance districts named for Otay Ranch villages, including Village 11 (Windingwalk). They pay for upkeep such as medians, parkways, slopes and trails.
Whether a given home carries any of these depends on the parcel. Check the property tax bill, the seller's special tax notice (Civil Code 1102.6b) and the County's special assessments lookup. School-district special taxes can apply too.
Chula Vista's code defines the "Otay Ranch preserve" as the land mapped as resource preserve in the General Development Plan and the 11,375-acre habitat conservation area set by the Otay Ranch phase 1 resource management plan. Ask which open space or preserve land borders a lot. Don't assume a view, trail access or a building limit; read the plat, the title report and the City's rules for that parcel.
If the home is in a common interest development, Civil Code 4525 has the seller give the buyer the governing documents as soon as practicable before the transfer of title or the execution of a sales contract. No official source lists which Otay Ranch villages have an association or what it charges, so ask for the documents early.
CAL FIRE's 2025 map shows Very High, High and Moderate fire hazard zones in parts of Otay Ranch and non-wildland areas in others. Check the address on the City's Fire Hazard Severity Zones page. For a home in a High or Very High zone, Civil Code 1102.19 adds a defensible-space documentation step at sale.
Most of Otay Ranch is outside FEMA's mapped flood zones, with small mapped areas near drainage. Check the address at the FEMA Flood Map Service Center.
Parts of Otay Ranch fall inside airport influence areas, including Brown Field's. Two public airport-area maps don't agree for this area, so rely on the address-level answer. When an airport influence area applies, the seller's Natural Hazard Disclosure report includes a "Notice of Airport in Vicinity" (Civil Code 1103.4).
Otay Ranch is inland. The City's coastal zone map covers the Bayfront, not Otay Ranch.
The Census school district maps place Otay Ranch in Chula Vista Elementary School District for elementary grades and Sweetwater Union High School District for secondary grades. Which campus serves an address depends on the exact address and can change. Sweetwater lists Otay Ranch High School at 1250 Olympic Parkway and Olympian High School at 1925 Magdalena Avenue, both in Chula Vista 91913.

Short-term rental permits, tenant protections, accessory dwelling units and the transfer tax are City of Chula Vista rules that apply in Otay Ranch the same way as elsewhere in the city. The Chula Vista guide covers them. Ask the City about your lot, and check any association rules too.
The City's and State's Otay Ranch planning filings name Olympic Parkway, Eastlake Parkway, Hunte Parkway, Otay Lakes Road, Birch Road, East Palomar Street and State Route 125. MTS lists two bus routes named for the Otay Ranch Town Center: Route 707 (Southwestern College to the Town Center) and Route 709 (Town Center to the H Street Trolley Station). MTS Rapid 225 runs between downtown San Diego and the Otay Mesa Transit Center and serves east Chula Vista via SR-125 and East Palomar Street. Routes change, so use the MTS Trip Planner.
No trolley station is inside Otay Ranch. The Blue Line's Chula Vista stations are Bayfront / E Street, H Street and Palomar Street. A City open space page mentions a "future trolley alignment open space area" in Village 1, but it describes no current or scheduled service.
The City's Parks Finder lists neighborhood parks across the villages, including Windingwalk Park (1675 Exploration Falls Drive), Millenia Park (1870 Millenia Avenue) and Heritage Park (1381 East Palomar Street). The Otay Ranch Town Center is an open-air shopping center at 2015 Birch Road, and the Otay Ranch Branch Library is inside it. The City is also planning a University and Innovation District in eastern Chula Vista; check the City's page for its current status.
If you own in Otay Ranch, the checks above become part of your disclosure package: the Natural Hazard Disclosure report, the special tax notice if a district applies, and any HOA documents. Other California forms apply as well, and this is only part of the list. The selling a house in San Diego page covers the full disclosure list, costs and timing, and you can ask what your Otay Ranch home is worth.
