College Area real estate: what buyers and sellers should know

San Diego State University, local rules, address checks, schools and getting around, each with its source.

Short answer

The College Area is a community inside the City of San Diego, not a separate city, and it takes its name from San Diego State University. Buying or selling here mostly comes down to checks by address: a parking overlay that covers most of the area, a Very High fire zone on much of the area, a few flood zones, airport review areas, and the age of the home, since the City's plan dates much of the single-family building to 1945 to 1974. It is served by San Diego Unified School District, and two trolley stations are in the area.

College Area at a glance

TopicWhat the official record shows
JurisdictionA community planning area of the City of San Diego, in City Council District 9. The City places it in the central part of San Diego, along the southern rim of Mission Valley.
Size and edgesAbout 1,924 acres, or roughly 3 square miles. The plan describes it as bounded by Interstate 8 to the north, the City of La Mesa to the east, El Cajon Boulevard to the south and southeast, and Collwood Boulevard, Montezuma Road and Fairmount Avenue to the west. The 2025 update moved some edge areas, including properties along Monroe Avenue, to Kensington-Talmadge.
Community planThe first long-range plan was adopted in 1965. The City Council approved the updated College Area Community Plan on December 16, 2025, and the new zoning took effect in 2026. The community planning group's page is on the City's site.
ZIP codesAddresses here use 92115, 92182 (the SDSU campus) and 92120. ZIP lines and the plan boundary don't match exactly, so confirm the planning area for an address.
PopulationAbout 29,400 people in 2024, according to the City's community plan, which cites SANDAG estimates.
The nameThe plan says the area got its name from the move of the San Diego State Teachers College in the late 1920s. Construction of the campus began in 1931. SDSU occupies over 262 acres and is part of the California State University system.

Homes you'll find and what to check before an offer

The City's plan describes a mix of single-family neighborhoods, multifamily housing and the El Cajon Boulevard commercial corridor. It dates 1945 to 1974 as a period with a predominant focus on single-family tract homes. It names Alvarado Estates, with custom homes in styles including Mid-Century Modern and Ranch, and College View Estates, where building started in 1954. The City's base-zone map shows single-unit residential zoning on most of the area, with smaller shares of multi-unit residential, commercial and open-space zones. Karina's property report tool also screens an address for fire, flood and fault zones.

Age of the home

Many homes here were built between 1945 and 1974. San Diego Municipal Code section 143.0212 requires a historical screening for sites with buildings 45 years old or older, so check that rule before a remodel. No historic district is mapped in the College Area, and the plan lists a historic survey as a goal. A small number of individual sites are on the City's historical register, so check the City's historical resources page and map by address.

Parking Impact Overlay Zone

Most of the College Area is mapped in the City's Parking Impact Overlay Zone, campus impact area. The Municipal Code says the zone provides supplemental parking regulations for specified campus areas that have parking impacts. This page doesn't state the ratios, because the current numbers weren't confirmed. Check the zone and the current code for an address before you plan an addition or a new unit.

New overlay for larger projects

The 2025 plan also created a Community Enhancement Overlay Zone, in effect since 2026, that requires new public spaces on site for new development. It is aimed at larger redevelopment, not a typical single-home resale.

Fire hazard severity zones

Much of the College Area is in a Very High Fire Hazard Severity Zone on the City's fire map, effective August 30, 2025, and some addresses are outside it. Check the address on the City's fire zone map. The Clairemont guide explains the state disclosure steps that apply when a home in a High or Very High zone sells.

Flood zones

A few creek and canyon areas are in FEMA flood zones, and most of the area is not. FEMA updated the City's flood maps effective March 3, 2026, so use the live map for an address: the FEMA Flood Map Service Center.

Airport influence area

Much of the College Area is in Montgomery-Gibbs Executive Airport's Review Area 2, according to the City's map. The airport influence areas of the other airports don't reach it. The Airport Authority says its plans apply to newly proposed development and require disclosure of airport proximity for residential property. See the Airport Authority's land use page.

Canyon edges and coastal zone

Some canyon edges are mapped as City preserve land (the Multiple Habitat Planning Area), and development near them has extra rules, so check by address. The College Area is inland and outside the Coastal Zone, per the City's map.

Special taxes, assessments and HOAs

The County Auditor's FY 2025-2026 Mello-Roos list has no College Area entry, and the City's list of Mello-Roos and assessment districts names none here. There is a College Area business improvement district and a maintenance assessment district along El Cajon Boulevard, which cover commercial properties. A property can still carry another special tax, so read the preliminary title report and the tax bill. Some condo, townhome and planned-development buildings have HOAs; read their documents.

Schools: San Diego Unified, assigned by address

The City's school district map shows the College Area inside San Diego Unified School District, with no separate elementary or high school district. ZIP code 92115 is only partly in the district, so confirm the exact address. Hardy Elementary is at 5420 Montezuma Road. Which school an address is assigned to depends on the address and can change.

Local rules for owners

Short-term rental licenses, ADU rules and tenant protections are City of San Diego rules that apply here as they do across the city. You need a City license for stays under one month, an ADU can't be leased for under 31 consecutive days, and the City requires just cause to end most tenancies. The North Park guide covers each rule with its sources. The City's ADU rules are in Information Bulletin 400; the College Area has no special ADU limits in that bulletin, but ask the City about any overlay on a specific lot, including the parking overlay above.

Getting around

Interstate 8 is the northern edge, and the plan names its interchanges at Fairmount Avenue, College Avenue and 70th Street. Two MTS Green Line trolley stations are in the area: SDSU Transit Center at 5260 Campanile Drive and UC San Diego Health East (formerly Alvarado) at 6658 Alvarado Road. MTS bus routes 11, 14, 115 and Rapid 215 serve SDSU Transit Center, and Route 215 runs along El Cajon Boulevard to Downtown. Routes and stops change, so check sdmts.com and the trolley map.

Parks and landmarks

Montezuma Neighborhood Park, a 1.56-acre City park at 4941 Catoctin Drive that opened in 1974, has a multi-purpose lawn, mature trees and picnic tables, according to the plan. Lake Murray and Mission Trails Regional Park are just north across Interstate 8; see the San Carlos and Allied Gardens guide. The College-Rolando Library is at 6600 Montezuma Road. The San Diego State University campus, whose 1930s Spanish Colonial Revival core the plan highlights, is a landmark, and the El Cajon Boulevard corridor was once part of U.S. Route 80.

Selling a home in the College Area

Before listing a College Area home, look up its address against the maps above: the parking overlay, fire and flood zones, Montgomery-Gibbs Review Area 2, and the 45-year historical screening if you plan work first. Knowing the answers early saves surprises once a buyer's agent asks. California requires other disclosures too, so this isn't a complete list. The general selling a house in San Diego page covers the full disclosure list, costs and timing, and you can ask what your College Area home is worth.

Frequently asked questions

Is the College Area its own city?

No. The College Area is a community planning area of the City of San Diego, not a separate city. The City describes it as in the central part of San Diego, along the southern rim of Mission Valley, and places it in City Council District 9. The City Council approved an updated community plan on December 16, 2025.

Which school district serves a College Area address?

The City's school district map shows the College Area inside San Diego Unified School District. Because ZIP code 92115 is only partly in the district, enter the exact address in the district's School Finder or call the Boundaries Office at 619-725-5668. This page doesn't rate or rank schools.

How do I get around the College Area without a car?

Two MTS Green Line trolley stations are in the area: SDSU Transit Center at 5260 Campanile Drive and UC San Diego Health East at 6658 Alvarado Road. MTS bus routes 11, 14, 115 and Rapid 215 serve SDSU Transit Center, and Route 215 runs along El Cajon Boulevard to Downtown. Routes and stops change, so check sdmts.com.

Is Rolando part of the College Area?

No. According to the City's planning map, most of Rolando is south of El Cajon Boulevard in the Mid-City: Eastern Area plan, not the College Area plan. The College-Rolando Library carries both names, but its address, 6600 Montezuma Road, is inside the College Area. Confirm the planning area for an address with the City.

Does the College Area have special parking rules?

Most of the area is mapped in the City's Parking Impact Overlay Zone, campus impact area, which adds supplemental off-street parking rules for some projects. The City's ADU bulletin doesn't mention it, and this page doesn't state parking ratios. Before you plan an addition or a second unit, ask the City's Development Services which rules apply to your lot.

Are there fire, flood or airport zones in the College Area?

Some, by address. Much of the College Area is in a Very High Fire Hazard Severity Zone on the City's fire map, effective August 30, 2025, and some addresses are outside it. Check the address on the City's fire zone map. A few creek and canyon areas are in FEMA flood zones. Much of the area is in Montgomery-Gibbs Executive Airport's Review Area 2. It is inland and outside the Coastal Zone.
