Fire, airport and assessment checks, school districts and getting around, each with its source.
Scripps Ranch is a community of the City of San Diego, not a separate city. The City treats it as two planning areas on either side of Miramar Reservoir, and addresses use ZIP code 92131. Before you make an offer, check the exact address for fire hazard zone, airport influence area, any homeowners association and assessment district, and which school district serves it, because most of Scripps Ranch is in San Diego Unified but some 92131 addresses are in Poway Unified.
General information only, not legal advice. See the note near the end of this page.

| Topic | What the official record shows |
|---|---|
| Jurisdiction | Part of the City of San Diego. The City says two communities make up Scripps Ranch: Scripps Miramar Ranch to the south and Miramar Ranch North to the north. |
| Community plans | The Scripps Miramar Ranch plan was adopted July 18, 1978, and the Miramar Ranch North plan on March 4, 1980. The City has amended both, but neither is a recent update. A Scripps Ranch Community Planning Group advises the City on both areas. |
| Council districts | Scripps Ranch is split between City Council Districts 5 and 6, so the district depends on the street. Confirm it with the City's Find My Council District map. |
| ZIP code | Scripps Ranch addresses use 92131. Near the north edge, confirm with the USPS ZIP code lookup. |
| Edges | Interstate 15 and Mira Mesa are on the west. Marine Corps Air Station Miramar is to the south and southeast. The City of Poway and the Rancho Encantada area are to the east, and Peñasquitos Creek valley is on the north. |
| Character | Both plans call for eucalyptus planting and open space, and the Miramar Ranch North plan says about half the planning area is kept as open space. |
The City's plans set aside land for single-family homes on a range of lot sizes, townhouses and multifamily housing. They are planning documents, not a count of what was built, so this page doesn't give a breakdown. To screen one address for fire, flood and fault zones in a single pass, try the free property report.
Nearly all of Scripps Ranch is in a Very High Fire Hazard Severity Zone on the City's fire map, effective August 30, 2025. Check the address on the City's fire zone map. In a High or Very High zone, California Civil Code 1102.19 requires the seller to give the buyer documentation that the property meets defensible-space or local vegetation rules. See Ready San Diego for defensible space and evacuation planning.
Marine Corps Air Station Miramar borders the community on the south and southeast. Much of Scripps Ranch, north and south, is inside the MCAS Miramar airport influence area, and sellers must disclose airport proximity. The closer-in review area and the mapped noise contours reach only the southern part. Check the address on the Airport Land Use Commission page.
Most of Scripps Ranch is outside mapped flood hazard areas, but some creek and canyon bottoms are in FEMA Special Flood Hazard Areas. Enter the address in the FEMA Flood Map Service Center, and ask your lender whether a particular home needs flood insurance.
Two City maintenance assessment districts cover parts of the community, the Scripps-Miramar Ranch district and the Miramar Ranch North district. Owners in them pay an annual assessment, adjusted each year with the San Diego consumer price index, for open space, medians and similar upkeep above the City's standard service. Check the property tax bill to see whether an address pays one. The City's Miramar Ranch North Mello-Roos district, Community Facilities District No. 1, was closed and dissolved on July 17, 2021. Other districts can still apply to an address, including school district special taxes in the Poway Unified area, so read the title report and the tax bill.
Some Scripps Ranch neighborhoods have homeowners associations, and one assessment-district zone south of Pomerado Road relies on an association to maintain private open space. If you're buying in an association, California Civil Code 4525 lists what the seller must give you, including the governing documents and a written statement of current assessments and fees. Ask for them early.
The City has designated one historical resource in the community, the Scripps Meanley Stables and House Complex on Meanley Drive (designated November 17, 2000). No designated historic district was found. City rules can require a historical screening for sites with buildings 45 years old or older when a permit is needed, so ask the City before you plan a remodel of an older home.
Most of Scripps Ranch is in San Diego Unified School District. San Diego Unified says the newer developments east of Scripps Ranch, reached by Stonebridge Parkway, are served by Poway Unified, even though they are in the City of San Diego and use ZIP code 92131. A few other 92131 addresses may also be in Poway Unified, so check the address with both districts.

These City of San Diego rules apply here as they do in other City neighborhoods, so they are only summarized. The Mira Mesa guide covers the short-term rental license tiers, tenant protections and other City-wide rules in more detail. In short: the City requires a Short-Term Residential Occupancy license for stays under one month, and a license doesn't transfer when a home is sold. The City also has its own just-cause rules for rentals; see the San Diego Housing Commission's page.
One rule has a Scripps Ranch twist. The City's ADU rules are in Information Bulletin 400. Since the 2025 amendments, bonus ADUs are limited in Very High fire hazard zones, which cover nearly all of Scripps Ranch, and an ADU in one of those zones must keep minimum side and rear setbacks. HOA rules may add limits too. Ask the City what applies to your lot.
Interstate 15 runs along the west edge of the community. Major streets include Pomerado Road, Scripps Ranch Boulevard, Spring Canyon Road and Scripps Poway Parkway. For transit, MTS Route 964 runs on weekdays between Alliant International University and Camino Ruiz and Capricorn Way in Mira Mesa, through the Miramar College Transit Station, with a stop at Scripps Ranch Boulevard and Meanley Drive. No trolley, COASTER or SPRINTER station was found in Scripps Ranch. Check sdmts.com for current service.
Miramar Reservoir, also called Lake Miramar, is a City reservoir at 10710 Scripps Lake Drive. The dam and reservoir were completed in 1960, and the City lists boating, fishing and leashed dogs among the activities; swimming isn't allowed. Check the City's reservoir page for current hours and notices. The City also lists neighborhood parks such as Hoyt Park, Aviary Park and Jerabek Park, and Scripps Ranch Open Space along Pomerado Road.
If you own in Scripps Ranch, several checks above become part of your disclosure package: the Natural Hazard Disclosure report, the fire zone documents if they apply, airport proximity, any HOA documents and assessment statements. The state's required forms go beyond these, so treat this as a start, not a full list. The general selling a house in San Diego page covers the full disclosure list, costs and timing, and you can ask what your Scripps Ranch home is worth.

No. Scripps Ranch is a community of the City of San Diego, not a separate city. The community is split between City Council Districts 5 and 6, so use the City's Find My Council District map for an address.
Most of Scripps Ranch is in San Diego Unified School District. San Diego Unified says the newer developments east of Scripps Ranch, reached by Stonebridge Parkway, are in Poway Unified even though they use ZIP code 92131. Check the exact address with both districts' lookup tools. This page doesn't rate or rank schools.
The City's Community Facilities District No. 1, which covered Miramar Ranch North, was closed and dissolved on July 17, 2021, and its special tax lien was released. That doesn't rule out every special tax. Some addresses are in homeowners associations or other districts, so read the preliminary title report and the property tax bill.
Nearly all of it is. The City's fire map, effective August 30, 2025, puts nearly all of Scripps Ranch in a Very High Fire Hazard Severity Zone. Check the exact address on the City's fire zone map. If a home is in a High or Very High zone, state law adds seller steps, including documents on defensible space.
