Ocean Beach is a beach community inside the City of San Diego, with its own community plan and ZIP code 92107. Buying or selling here means checking rules that cover the whole community: it sits entirely in the California Coastal Zone, a 30-foot height limit applies throughout, and all of it is inside San Diego International Airport's influence area. The City's plan describes multifamily housing mostly west of Sunset Cliffs Boulevard and single-family homes mostly east of it, and a voluntary cottage historic district covers part of the older housing, with only designated properties regulated.

The plan calls Ocean Beach a developed coastal community with very few vacant lots. It describes multifamily housing mostly west of Sunset Cliffs Boulevard, single-family homes mostly east of it, and mixed-use buildings in the commercial districts. This page gives no unit counts, because the plan's housing figures date from 2010. Each check below depends on the exact address. Karina's free property report is a quick first screen for fire, flood and fault zones on one address.
The plan says Ocean Beach is entirely inside the Coastal Zone, with the California Coastal Commission keeping original permit jurisdiction near the ocean. Under the Municipal Code, coastal development in the Coastal Overlay Zone needs a City Coastal Development Permit or an exemption, unless the site is entirely in the Commission's permit jurisdiction or the Deferred Certification Area. A site partly in the Commission's jurisdiction needs both the City's and the Commission's. Some City decisions can be appealed to the Commission. Look up the parcel on the City's Coastal Overlay Zone map and ask Development Services.
San Diego voters passed Proposition D in 1972, limiting building height west of Interstate 5 to 30 feet. The plan says the entire Ocean Beach plan area is covered, and the Municipal Code bars any building or addition over 30 feet in the City's Coastal Zone. Plan an addition or rebuild with that cap in mind.
The plan describes the Ocean Beach Cottage Emerging Historical District, made up of beach cottages and bungalows built between 1887 and 1931. It is voluntary, and only designated contributors are regulated as historical resources. In October 2025 the City reported 72 designated properties inside a boundary of about 3,000 parcels, so two similar cottages on one block can be treated differently. Ask the City's Historical Resources staff about a specific home.
Municipal Code section 143.0212 also requires a historical screening for sites with buildings 45 years old or older. Owners of designated historical resources may apply for a Mills Act contract, which can reduce property tax in exchange for maintenance and restoration. A 2026 City ordinance that touches density rules in historic districts does not take effect inside the Coastal Overlay Zone until the Coastal Commission certifies it, so ask what applies to your lot.
All of Ocean Beach is inside the airport influence area of San Diego International Airport. The plan says aircraft noise is the main source of noise here and that the community lies under the most common departure path. Part of the east side is inside the airport plan's 65 to 70 CNEL noise contour. State law requires anyone offering residential property for sale or lease in the area to disclose its proximity to the airport, according to the Airport Authority's land use plan.
FEMA's map shows Zone VE along the beach strip and Zone A toward the river channel in the north; the rest is mostly minimal flood hazard. Look up an address on FEMA's Map Service Center. The plan notes bluff erosion between the fishing pier and Adair Street and recommends setting development on a coastal bluff back at least 40 feet. That is a recommendation, not a code rule, so ask the City and a geotechnical professional about bluff-edge lots. The City's Coastal Resilience Master Plan (September 2025) names two Ocean Beach locations, Dog Beach and the beachfront at the pier, among its six pilot sites; the City's next steps are technical and feasibility studies.
The City's fire hazard map, in effect since August 30, 2025, shows Ocean Beach outside any fire hazard severity zone; check the address on the City's fire zone map. The City's list of community facilities districts has none in Ocean Beach, but a property can still carry a special tax or assessment, so read the preliminary title report. A Maintenance Assessment District covers parcels fronting Newport Avenue between Abbott Avenue and Sunset Cliffs Boulevard, which matters mainly to commercial or mixed-use buyers. Condominiums and townhomes can have HOAs, so ask early for the governing documents and budget.
Ocean Beach is inside San Diego Unified School District, and Ocean Beach Elementary is at 4741 Santa Monica Avenue. Assignment depends on the exact address and can change, so use the district's tools.

The City's Information Bulletin 400 (January 2026) says some ADU rules are not effective in the Coastal Overlay Zone, which covers all of Ocean Beach. A Coastal Development Permit is required for an ADU or junior ADU that is not completely inside the existing primary structure, adds habitable area or converts non-habitable space, and the City's decision on it can't be appealed to the Coastal Commission. The City's August 2025 ADU amendments apply outside the Coastal Zone. Read the current Information Bulletin 400 and ask the City.
The bulletin requires no ADU parking in the Coastal Overlay Zone unless the property is in the Beach Impact Area of the Parking Impact Overlay Zone and outside a transit priority area. Much of Ocean Beach is in that Beach Impact Area, but the City's map places the community inside a transit priority area. Those areas can change, so confirm with the City. An ADU can't be rented for fewer than 31 consecutive days.
A whole-home short-term rental in Ocean Beach falls under Tier 3 of the City's STRO license rules, and a license can't be transferred to a new owner. Mission Beach has a different tier. The City also has its own tenant protection ordinance and a real property transfer tax; the Point Loma guide explains these. The City's STRO page has current license rules.
Interstate 8 ends in Ocean Beach, and the plan says it is reached by Sunset Cliffs Boulevard. Two San Diego MTS bus routes serve the community: route 35 to the Old Town Transit Center and route 923 to downtown San Diego via Voltaire Street, each with a trolley connection. There is no trolley station in Ocean Beach. Schedules change (the current timetable took effect September 6, 2026), so check sdmts.com.
The City's lifeguard page describes Ocean Beach as a wide beach about 1 mile long, broken up by rock jetties, with Dog Beach at the north end. The same page says the Ocean Beach Municipal Pier is closed to the public and planned for replacement (checked October 28, 2026). Newport Avenue is the main commercial district, inside a Business Improvement District managed by the Ocean Beach MainStreet Association. The City's Ocean Beach Recreation Center at 4726 Santa Monica Avenue opened in 1946. Famosa Slough, a City-managed wetland preserve, lies at the northeast edge and straddles the Peninsula plan line. The Strand Theater and the Ocean Beach Library (4801 Santa Monica Avenue) are individually designated historic buildings. The City says the library building is closed for an expansion project.
If you own in Ocean Beach, buyers will ask the address questions above, so gather the answers early: historic designation, the coastal permit or exemption for past work, the flood map result and any HOA documents. The selling a house in San Diego page covers the full disclosure list, costs and timing, and you can ask what your Ocean Beach home is worth.

No. Ocean Beach is its own community planning area in the City of San Diego, with a plan adopted on November 9, 2015. The Peninsula planning area, which includes Point Loma, adjoins it to the south and east.
Yes. The community plan says Ocean Beach is entirely inside the California Coastal Zone. Most remodels and new construction need a Coastal Development Permit or an exemption from the City, the Coastal Commission or both. A 30-foot height limit also applies throughout.
It depends on the lot, and the coastal rules differ. The City's Information Bulletin 400 (January 2026) requires a Coastal Development Permit for ADUs in the Coastal Overlay Zone that are not completely inside the existing home. Some newer ADU rules aren't in effect there until the Coastal Commission certifies them. Ask the City about your lot.
San Diego Unified School District. Which school an address is assigned to depends on the exact address and can change, so enter it in the district's School Finder. This page doesn't rate or rank schools.
Ask the City's Historical Resources staff whether the property is a designated contributor to the Ocean Beach Cottage Emerging Historical District. The district is voluntary, and the City also requires a historical screening for buildings that are 45 years old or older.
All of Ocean Beach is inside the San Diego International Airport influence area, and the community plan says it lies under the path aircraft most often use to depart. State law requires anyone offering residential property for sale or lease in the area to disclose its proximity to the airport.
